Ricky Hatch, Clerk/Auditor, Weber County, discussed a proposal to shorten and simplify ballot language while increasing the availability of ballot information through other means.
MOTION: Sen. Iwamoto moved to open committee bill to address issues regarding plain language ballots. The motion passed with a vote of 8-2-6.

Harrison Rudolph, Associate, Center on Privacy and Technology, Georgetown University Law Center, discussed concerns about the state's use of facial recognition technology for law enforcement and other purposes.
Jess Anderson, Commissioner of Public Safety, discussed the policies, practices, and circumstances under which the Department of Public Safety uses facial recognition technology.
Marina Lowe, American Civil Liberties Union of Utah, expressed support for temporarily suspending the state's use of facial recognition technology.
Connor Boyack, President, Libertas Institute, expressed concern with the accuracy of facial recognition technology and supported various types of legislative action.
Maryann Christensen, Executive Director, Utah Eagle Forum, expressed concern regarding the state's use of facial recognition technology.
Chair Knotwell asked staff to prepare a proposal placing statutory guidelines around the state's use of facial recognition technology and a proposal pausing the state's use of facial recognition technology.
4. Voter Registration Records
4 - UCA 20A-2-104. Voter Registration Form and Access to Voter Registration Records
Sen. Anderegg discussed challenges created by 2018 General Session S.B. 74, "Voter Privacy Amendments," due to a larger number of voters opting to designate their voter registration records as private records under the Government Records Access and Management Act.
Jeff Merchant, Chair, Utah Democratic Party, stated the importance of balancing voter privacy and a political party's need to disseminate information to its members, particularly prior to primary elections.
Derek Brown, Chair, Utah Republican Party, commented on a political party's need for access to and the use of voter registration records.
