Chair Dunnigan called the meeting to order at 8:41 a.m.
1. Alcohol Policy Discussion
Heather Lewis, Prevention Program Manager, Utah County Department of Drug and Alcohol Prevention and Treatment, spoke on the purpose and goals of the alcohol policy summit that will be held on October 18, 2019, at the Capitol.
The committee asked questions of the presenter.
The chair opened the meeting to public comment.
Kate Bradshaw, Utah Food Industry and Retail Merchants Association, commented on the organization's desire to be part of the summit, as they are directly affected by any policy changes or legislation.
The committee made comments and asked questions of Kate Bradshaw.
Sal Petilos, Director, Department of Alcoholic Beverage Control, made clarifying comments.
2. Blockchain Technology
Adam Sweet presented on blockchain technology - such as how it can be implemented in government and its benefits and limits.

Rep. Tyler Lindholm, House Majority Whip, Wyoming House of Representatives, presented on how the state of Wyoming has been working on legislation regarding blockchain technology.

Dave Fletcher, Chief Technology Officer, Department of Technology Services, presented on blockchain technology.

Nathan Trail, Senior Manager, Technology Policy, Consumer Technology Association, presented on the benefits of blockchain technology.

3. Committee Business
MOTION: Sen. Davis moved to approve the minutes of the August 21 and September 10, 2019 meetings. The motion passed with a vote of 11-0-9.

4. Blockchain Technology
Cori Kerr, Chief Legal Officer, MerxNet, Inc., spoke on blockchain technology and what their company does.
The committee asked questions of Cori Kerr.
Tom Niedzwiecki, Blockchain Sales Executive, IBM, and John McMullin, Sales Leader, IBM, presented on how IBM is implementing blockchain technology for businesses and government.
The committee asked questions of Tom and John during their presentation.
Aaron Tilton, Co-Founder, Power Block Coin, LLC, presented on blockchain technology and how his company implements the technology.
The committee asked questions of Aaron Tilton.
Chad Bennett, CEO, HEROIC.com, presented on how blockchain technology can help with security issues.
The committee asked questions of Chad Bennett.
Adam Sweet responded to Sen. Mayne's question regarding California's blockchain technology legislation.
Chair Dunnigan opened the meeting to public comment.
Chris Harelson, Prosperity Counsel, informed the committee of the blockchain technology summit they are hosting at Little America on September 26th.
The committee asked questions of Chris Harelson.
Amelia Powers Gardner, Utah County Clerk Auditor, spoke on Utah County's experience using blockchain technology for uniformed and overseas citizens' absentee voting and how secure and streamlined the technology is for voting. They also explained how blockchain technology could be implemented for marriage licenses.
Joel Weight, Medici Ventures, the blockchain incubator of Overstock.com, answered previous questions from committee members and cautioned that blockchain technology does not make sense in every situation.
5. Other Items/Adjourn
MOTION: Rep. Gibson moved to adjourn. The motion passed with a vote of 5-0-15.
