2. Overview of My529 College Savings Plan
Lynne Ward, Executive Director, My529 Savings Plan, introduced Richard Ellis, discussed the plan's successes, and responded to questions and comments from the committee.

3. Sunset Review: Heber Valley Historic Railroad Authority
Mark Nelson, General Manager, Heber Valley Historic Railroad Authority, provided an overview of the Heber Valley Historic Railroad.
SUBSTITUTE MOTION: Rep. Hall moved to open a committee bill file reauthorizing the Heber Valley Historic Railroad Authority for an additional 10 years, extending the Authority's sunset date to July 1, 2030. Rep. Perry amended the original motion directing committee staff to conduct a study over the course of the 10-year reauthorization period about the range of options available to the Legislature in converting the Heber Valley Historic Railroad Authority and its land-use components from an independent state agency into a private operation that could only be sold by the owner if doing so would be in the public interest. The substitute motion passed with a vote of 8-0-7.

4. State of Utah Total Compensation Market Study
Paul Garver, Executive Director, Department of Human Resource Management, discussed the statutory basis of the total compensation market analysis for Utah's state employment sector.
Mark Goldberg, Senior Consultant, Gallagher Benefit Services, presented the total compensation market study and responded to questions and comments from the committee.
5. New Public Safety and Firefighter Tier II Contributory Retirement Study: Workgroup Update
Chair Harper provided an update on the workgroup tasked with the uncodified study enacted by General Session 2019 S.B. 129, Public Safety and Firefighter Tier II Retirement Enhancements, which has been meeting throughout the 2019 interim.
