Chair Lisonbee called the meeting to order at 1:21 p.m.
1. Insanity Defense
Rep. Carol Moss introduced the issue of insanity defense.
Janice Perry Gully spoke to the issue of insanity defense.
Mark Moffatt, Criminal Defense Attorney, spoke to the issue of insanity defense and answered questions from the committee.
Dr. Trent Holmberg, President of Utah Psychiatric Association, spoke to the issue and answered questions from the committee.
Jeff Buhman, Executive Director, Statewide Association of Prosecutors, spoke to the issue of insanity defense.
Neal Hamilton, Trial Attorney at Salt Lake Legal Defender Association, spoke to the issue of insanity defense.
Chair Lisonbee opened the meeting for public comment.
Michelle McComber, Utah Medical Association, spoke to the issue of insanity defense.
Andrew F. Peterson, Assistant Solicitor General, spoke to the issue of insanity defense and answered questions from the committee.
Tyler Durns, psychiatry resident, University of Utah, spoke to the issue of insanity defense.

MOTION: Rep. Brammer moved to approve the minutes of the August 21, 2019, meeting. The motion passed with a vote of 11-0-5.

4. Trauma-Informed Services for Victims

Jenny Livsey, a member of the public, explained her story.
Gary Scheller, Director, Utah Office for Victims of Crime, Utah Commission on Criminal and Juvenile Justice, reviewed the report and answered questions from the committee.
