Chair Perry called the meeting to order at 1:23 p.m. and excused Rep. Sandra Hollins and Rep. Paul Ray from the meeting.
MOTION: Rep. Miles moved to approve the minutes of the August 21, 2019, meeting. The motion passed with a vote of 6-0-11.

2. Trauma Informed Justice
2a - CCJJ Summary Findings and Recommendations: H.B. 177 - Trauma-Informed Justice Provisions
Jenny Livsey, member, Multi-Disciplinary Trauma Informed Committee, spoke about the challenges many victims of crime encounter when working with the justice system.
Gary Scheller, Director, Utah Office of Victims of Crime, discussed the findings and recommendations of the Multi-Disciplinary Trauma Informed Committee.
3. Vehicle Safety Inspections
3a - 2017 General Session H.B. 265, "Safety Inspection Amendments"
3b - Utah Highway Patrol Vehicle Safety Information
Sen. Riebe introduced the discussion about safety on Utah highways since the implementation of provisions in 2017 General Session S.B. 77, "Vehicle Safety Inspection Amendments."
John Dougall, Utah State Auditor, provided background to the issue and responded to committee members' questions.
Connor Boyack, President, Libertas Institute, spoke to the issue of whether vehicle safety inspections contribute significantly to safety of drivers on Utah roads.
3c - Libertas Institute, impact review of H.B. 265, Safety Vehicle Inpsections
Lt. Matt Spillman, Vehicle Safety Inspection Section Commander, Utah Highway Patrol, reviewed statistical data pertaining to general safety inspections and crash inspections performed in recent years.
Col. Michael Rapich, Utah Highway Patrol, commented on the implementation of resources and funding received by the Utah Highway Patrol to enforce safety on Utah roads.
MOTION: Sen. Riebe moved to open a committee bill file to address vehicle safety inspection amendments. The motion passed with a vote of 6-3-8.

David Spatafore, representing Utah Police Chiefs, discussed the asset forfeiture process and the provisions of 2020 General Session draft legislation "Asset Forfeiture Revisions."
Daniel Burton, Chief of Policy and Legislative Affairs, Utah Attorney General's Office, responded to questions about the eligibility of agencies for grant money.
David Walsh, Deputy Director, Utah Commission on Criminal and Juvenile Justice, responded to questions regarding clarifying language in the draft legislation.
Brian Redd, Chief Investigator, Department of Public Safety, responded to questions regarding current law regarding seizures.
Connor Boyack discussed concerns with the draft legislation that he would like to see discussed further.
Jim Bradshaw, attorney, spoke in opposition to the draft legislation.
Chair Perry turned chair to Rep. Coleman.
Rep. Perry moved to recommend 2020 General Session draft legislation "Asset Forfeiture Revisions."
SUBSTITUTE MOTION: Rep. Miles moved to wait and address this bill at the November interim meeting. The substitute motion passed with a vote of 10-0-7.
