Chair Weiler called the meeting to order at 1:51 p.m.
1. Vaping and E-Cigarettes
3a Draft Legislation - Tobacco Retailer Amendments
Rep. Karianne Lisonbee explained the draft legislation "Tobacco Retailer Amendments."
Chair Weiler invited public comment.
George Chapman spoke in favor of the draft legislation.
Marc Waterson, American Heart Association, spoke in favor of the draft legislation.
Mark Brinton, Utah Medical Association, spoke in favor of the draft legislation.
2. Asset Forfeiture
Chair Weiler explained that the Law Enforcement and Criminal Justice Interim Committee is also discussing asset forfeiture and that negotiations are ongoing. This agenda item was postponed to the November meeting.
3. Alimony and Retirement
2a Draft Legislation - Divorce Amendments
Jacqueline Carlton, Associate General Counsel, Office of Legislative Research and General Counsel, explained the draft legislation "Divorce Amendments."
The committee discussed the draft legislation.
Stewart Ralphs, Executive Director, Legal Aid Society of Salt Lake, spoke to the draft legislation and answered questions from the committee.
Chair Weiler gave an overview of potential agenda items for next month's meeting.
4. Assessment and Treatment of a Substance Use Disorder
5a Draft Legislation - Substance Use Treatment and Assessment Decisions Amendments
Representative LaWanna Shurtliff explained the draft legislation and answered questions from the committee.
Chair Weiler invited public comment.
Julie Mata, Ethical Assessment Center, spoke to the problem that the draft legislation seeks to resolve, and answered questions from the committee.
MOTION: Sen. Luz Escamilla moved to approve as a committee bill draft legislation "Substance Use Treatment and Assessment Decisions Amendments" (2020FL-0523/009). The motion passed with a vote of 11-0-5.
