1. Committee Business
Chair Thatcher called the meeting to order at 8:40 a.m. and welcomed Rep. Marc K. Roberts as the newly appointed House chair of the committee.
MOTION: Chair Thatcher explained that the committee was unable to take action at its last meeting regarding the government use of facial recognition technology because a quorum was not present. Rep. Seegmiller moved to open a bill file addressing the government use of facial recognition technology. The motion passed with a vote of 9-0-6.

2. Congressional Vacancies Draft Legislation
2a - 2020 Draft Legislation "Congressional Vacancies Amendments"
Thomas Vaughn, Associate General Counsel, Office of Legislative Research and General Counsel, presented draft legislation, "Congressional Vacancies Amendments," which amends processes for filling congressional vacancies.
Rep. Harrison asked about whether the draft legislation requires the Legislature to nominate individuals to temporarily fill a vacancy in the office of United States Senator from the same political party as the individual who vacated the office. The committee discussed the question and postponed voting on the draft legislation until later in the meeting after an amendment could be prepared and presented.
The committee continued to discuss timelines and temporary appointment processes provided in the draft legislation.
3. Draft Legislation "Election and Campaign Amendments"
3a - 2020 Draft Legislation "Election and Campaign Amendments"
Thomas Vaughn presented draft legislation, "Election and Campaign Amendments," which addresses technical changes to the code regarding elections and political campaigns.
MOTION: Rep. Roberts moved to amend draft legislation "Election and Campaign Amendments" on lines 26 and 2724 by deleting the term "independent" and inserting the term "unaffiliated" in its place. The motion passed with a vote of 12-0-3.

Brian Bean, Policy Analyst, Office of Legislative Research and General Counsel, introduced the issue and discussed how the required reports could impact the committee's draft legislation.
Duncan Evans, Governor's Office of Management and Budget, discussed the process of requesting and collecting reports from executive boards and commissions and responded to a question from the committee.
Mike Mower, Deputy Chief of Staff, Governor's Office, relayed recommendations from the executive branch regarding boards and commissions that should not be repealed.

Brian Bean discussed an outline for the committee's draft legislation, "Executive Boards and Commissions Amendments," including discussing entities that would be repealed, receive a sunset date, or otherwise be amended by the draft legislation. Committee discussion ensued.
MOTION: Rep. Kwan moved to remove the Women in the Economy Commission from the list of boards to repeal. The motion passed with a vote of 12-0-3.

Seegmiller moved to approve the Outline for Draft Legislation provided by staff with an amendment to remove the following from the list of boards to repeal and place them on the list of boards that will receive a sunset date: (1) the Rehabilitation Services Advisory Council, (2) the Residential Child Care Licensing Advisory Committee, (3) the State Weed Committee, and (4) the Women in the Economy Commission. The motion passed with a vote of 12-0-3.

6. Congressional Vacancies Draft Legislation
Thomas Vaughn reviewed a proposed amendment to draft legislation "Congressional Vacancies Amendments" regarding the Legislature's nomination of individuals to temporarily fill a vacancy in the office of United States Senator.
MOTION: Rep. Roberts moved to amend draft legislation "Congressional Vacancies Amendments" by striking lines 90-93 and replacing them with: "(4)(a) The governor shall appoint an individual to temporarily fill a vacancy in the office of United States senator from one of three individuals nominated by the Legislature, each of whom is a member of the political party of which the officeholder was a member at the time the officeholder was elected." The motion passed with a vote of 11-0-4.

7. Local Government Prescription Drug Disposal
Rep. Erik K. Hutchings proposed a statewide prescription drug disposal program modeled after a program implemented in Riverton City.
Trent Staggs, Mayor, Riverton City, discussed the success of the drug disposal program implemented in Riverton in partnership with Intermountain Healthcare.
Nathan Peterson, Intermountain Healthcare, discussed Intermountain Healthcare's partnership with Riverton City to implement a drug disposal program to address the opioid epidemic.
Leland Myers, Executive Director, Wasatch Front Water Quality Council, encouraged the proper disposal of medication in order to prevent the medication from polluting the water supply through wastewater.
Sen. Evan J. Vickers commented on the security of pharmaceutical disposal drop boxes.
MOTION: Sen. Iwamoto moved to open two separate bill files to (1) facilitate the statewide implementation of an on-site pharmaceutical destruction program, and (2) address water quality issues associated with improper pharmaceutical disposal, including addressing public education. The motion passed with a vote of 11-1-3.

Cameron Diehl, Executive Director, Utah League of Cities and Towns, discussed concerns regarding and possible solutions to address excessive records requests under the Government Records Access and Management Act.

MOTION: Rep. Brammer moved to open bill file to address petition administration processes. The motion passed with a vote of 9-0-6.
