MOTION: Rep. Albrecht moved to approve the minutes from the October 17, 2019, meeting. The motion passed with a vote of 7-0-2.

2. Request for Proposals
Robert Rees, Associate General Counsel, Office of Legislative Research and General Counsel, presented the two draft Request for Proposals (RFPs) for a consultant to develop land management plans and a consultant to advocate for the Legislature's interest regarding public land issues in Washington D.C., and answered clarifying questions from the commission.
Chair Fillmore invited public comment.
Gordon Larsen, Policy Director, Office of the Governor, spoke to the two RFPs and encouraged the commission to work with the Governor's Office.
MOTION: Sen. Winterton moved to authorize the chairs to make technical amendments and to release and publish the RFPs. The motion passed with a vote of 8-0-1.

3. Update on Valuation of Federal Lands Project
Ryan Freeman, CEO, Geomancer, and Sean Yergensen, CTO, Geomancer, presented on the valuation of the federal lands project and answered clarifying questions from the commission.
4. Focus on Federalism
4.2 Letter from Federalism Commission to NCSL and CSG West (Draft)
Karin Rueff, Policy Analyst, Office of Legislative Research and General Counsel, clarified the purpose of the letter.
MOTION: Sen. Hinkins moved to sign and send the letter to National Convention of State Legislatures and to the Council of State Governments West. The motion passed with a vote of 7-0-2.
