2. Early Childhood Learning (Draft Legislation)
Jennifer Throndsen, Director of Teaching and Learning, Utah State Board of Education, spoke to the quality instruction component of early childhood learning and introduced the draft legislation.

Shannon Olson, Elementary Mathematics Coordinator, Utah State Board of Education, spoke to the draft legislation in respect to mathematics assessments.
Sara Wiebke, Pre K-12 Literacy and Library Media Coordinator, Utah State Board of Education, provided examples of successful job-embedded coaching in specific school districts within the state.
Jennifer Throndsen, Shannon Olson, and Sara Wiebke responded to questions from the committee.
Donnell Ponds spoke in favor of the draft legislation.
Phoebe Beacham, Founder, Decoding Dyslexia, spoke in favor of the draft legislation.
Curtis Ponds spoke in favor of the draft legislation.

4. RISE Testing Interruptions
Darin Nielson, Assistant Superintendent of Student Learning, Utah State Board of Education, presented data and analysis related to RISE testing in 2019 and answered questions from the committee.

Terry Shoemaker, Executive Director, Utah School Superintendents Association, expressed concerns about the RISE testing interruptions in 2019.
Rich Nye, Superintendent, Ogden School District, described how some schools within Ogden School District experienced significant testing interruptions.
5. Higher Education Campus Safety
Spencer Jenkins, Associate Commissioner for Public Affairs, Utah State Board of Regents, presented on campus safety plans, as required by 2019 General Session SB 134, "Campus Safety Amendments."

Jeff Herring, Chief Humans Resources Officer, University of Utah, discussed 2019 General Session SB 134, "Campus Safety Amendments," and recent efforts to enhance campus safety.
Jared Haines, Interim Commission, Utah System of Technical Colleges, described campus safety plans for technical colleges.

Spencer Jenkins, Jeff Herring, and Jared Haines answered questions from the committee.
