Chair Henderson called the meeting to order at 4:05 p.m.
MOTION: Sen. Riebe moved to approve the minutes. The motion passed with a vote of 4-0-4.

1. S.B. 80 Campus Safety Amendments (Iwamoto, J.)
Sen. Jani Iwamoto gave a presentation about the bill with the assistance of Spencer Jenkins, Chief of Staff, Utah System of Higher Education.
Jennifer Oxborrow, Executive Director, Utah Domestic Violence Coalition, spoke in favor of the bill.
MOTION: Sen. Davis moved to pass S.B. 80 out favorably. The motion passed with a vote of 5-1-2.

Sen. Hillyard gave a presentation on the bill with the assistance of Jason Strate, Central Utah Educational Services.
Terry Shoemaker, Executive Director, Utah School Superintendents Association, spoke in favor of the bill.
Mark Huntsman, Chair, State Board of Education, spoke in favor of the bill.
MOTION: Sen. Hillyard moved to amend S.B. 79 with Amendment #1. The motion passed with a vote of 6-0-2.

1.        Page 6, Lines 167 through 173: 
167                 (8) { Subject to future budget constraints, the amount appropriated for eligible regional
168         education service agencies shall increase annually based on the higher of:
169                   (a) a student growth adjustment that is the higher of:
170                   (i) the percentage of enrollment growth of students in kindergarten through grade 12;
171         or
172                   (ii) changes to the value of the weighted pupil unit as defined in Section 53F-4-301; or
173                   (b) the prior year inflation rate based on the consumer price index. } The board shall annually:
        (a) review the funding the Legislature appropriates to support regional education service agencies; and
        (b) recommend any adjustments as part of the board's annual budget request.
