MOTION: Rep. Johnson moved to approve the minutes of Jan 30, 2020 meeting. The motion passed unanimously. The motion passed with a vote of 7-0-5.

Rep. Marc K. Roberts explained the substitute bill with the assistance of Jim Chase of Oakridge City and Linda Hull of the Utah Department of Transportation.
Cameron Diehl, Executive Director of the Utah League of Cities and Towns, spoke in favor of the bill.
MOTION: Rep. Robertson moved to replace H.B. 184 with 1st substitute H.B. 184. The motion passed unanimously. The motion passed with a vote of 9-0-3.
