Joene Nicolaisen, member of the hard of hearing and deaf community, spoke for the resolution.
Nellie Sausedo, member of the hard of hearing and deaf community and President of Senior Citizens of Utah, spoke for the resolution.
Stephen Persinger, Treasurer, Utah Association of the Deaf, spoke for the resolution.
MOTION: Rep. Albrecht moved to pass H.R. 3 out favorably. The motion passed with a vote of 8-0-4.

Rep. Handy presented 1st Substitute H.B. 317 with the assistance of Glade Sowards, Environmental Scientist and Policy Analyst, Division of Air Quality, Utah Department of Environmental Quality.
Garrick Hall, Central Regional Manager, Utah Farm Bureau, spoke against the bill.
Brian Somers, President, Utah Mining Association, spoke for the bill.
MOTION: Rep. Romero moved to replace H.B. 317 with 1st Substitute H.B. 317. The motion passed with a vote of 9-0-3.
