Jeff Buhman, Statewide Association of Prosecutors, spoke against the bill.
Heather Andrews, State Director for Americans for Prosperity-Utah, spoke in favor of the bill.
Kim Gibb, Director of Legislative & Government Affairs, Department of Public Safety, spoke against the bill.
MOTION: Rep. Brammer moved to replace H.B. 146 with 2nd Substitute H.B. 146. The motion passed with a vote of 7-0-5.

Will Carlson, Salt Lake County District Attorney's Office, spoke in favor of the bill.
Marshall Thompson, Director of the Utah Sentencing Commission, spoke in favor of the bill.
MOTION: Rep. Hutchings moved to amend H.B. 247 with Amendment #1. The motion passed with a vote of 10-0-2.
