Sen. Luz Escamilla explained the bill with the assistance of Scott Smith, Executive Director of the Utah Tax Commission.
MOTION: Rep. Shurtliff moved to amend S.B. 97 with Amendment #3. The motion passed unanimously. The motion passed with a vote of 10-0-2.

1.        Page 1, Lines 13 through 16: 
13                 ▸         allows the Motor Vehicle Division to refuse to issue a license plate if the Motor
14         Vehicle Division determines that the combination of letters and numbers disparages
15         { an individual or } a group of people based on certain protected classes; and
16                 ▸         prohibits the Motor Vehicle Division from denying a personalized license plate
