Vice Chair Robertson called the meeting to order at 12:31 p.m.
MOTION: Rep. Shurtliff moved to approve the minutes of February 21, 2020. The motion passed with a vote of 6-0-2.

1. H.B. 363 Public Employees' Health Plan Amendments (Harrison, S.)
Rep. Harrison presented the bill with assistance from Chet Loftis, Director of the Public Employees Health Program (PEHP), Utah Retirement Systems.
MOTION: Rep. Perry moved to amend H.B. 363 with Amendment #1. The motion passed with a vote of 6-0-2.

97                 (4) The program may establish a partnership with a public entity in a different state to
98         purchase or share services related to the administration of medical benefits if:
99                 (a) the program receives approval for the partnership from the board; and

101                 (i) creates cost savings for Utah;
102                 (ii) does not comingle state funds with funds of the public entity in the other state; and
103                 (iii) does not pose a { financial } greater actuarial risk to Utah than the program has already assumed .

Brad Asay, American Federation of Teachers--Utah Chapter, spoke in support of the bill.
MOTION: Rep. Perry moved to amend H.B. 289 with Amendment #1. The motion passed with a vote of 7-0-1.

101         a program need that causes the member to become a { regular } full-time employee when the
