1. Call to Order/Approval of Minutes
Chair Last called the meeting to order at 12:32 p.m.
2. Requests for Appropriation
Sen. Todd Weiler presented the request for appropriation for the Utah Golf Foundation Veterans on Course.
2-RFA Utah Golf Foundation Veterans on Course (Weiler)
Sen. Iwamoto asked about current program funding. Sen. Weiler responded.
3. Subcommittee Budget Reports
a. Business, Economic Development, and Labor (Tab 2)
Rep. Scott D. Sandall and Rep. Val K. Potter, Co-Chairs, and Rep. Christine F. Watkins, House Vice Chair, presented the subcommittee report. Tim Dinehart, Financial Analyst, Office of the Legislative Fiscal Analyst (LFA), Gary Syphus, Finance Manager, LFA, and Dr. Andrea Wilko, Chief Economist, LFA, provided assistance.
3a-Business, Economic Development, and Labor Subcommittee Report (2020 GS)
Sen. Stevenson inquired about the ongoing reallocation for the Arts Sustainability Grants Program on page 2-5 of the report. Rep. Sandall responded.
Sen. Escamilla spoke in support of the Arts Sustainability Grants Program and asked clarifying questions about the Motion Picture Incentive Fund Reduction on page 2-5 of the report. Rep. Sandall responded.
Rep. Carol Spackman Moss asked about the Motion Picture Incentive Fund in relation to the Film Commission's budget. Dr. Wiklo and Rep. Sandall responded.
Sen. Mayne spoke about tax incentives and the impact that the motion picture industry has on Utah's economy in rural areas.
Sen. Ipson remarked that Utah has been long-served and well-served by the film industry.
Rep. Kwan asked how the subcommittee determines which funding requests should be referred to the Art Sustainability Grant Program. Rep. Sandall and Rep. Potter responded.
Sen. Kitchen expressed concern about the reduction to the Motion Picture Incentive Fund. He requested a copy of the Kem C. Gardner Policy Institute Film Industry Report.
b. Natural Resources, Agriculture, and Environmental Quality (Tab 6)
Sen. David P. Hinkins and Rep. Stewart E. Barlow, Co-Chairs, and Rep. Scott H. Chew, House Vice Chair, presented the subcommittee report. Lacey Moore, Financial Analyst, LFA, and Ivan Djambov, Finance Manager, LFA, provided assistance.
3b-Natural Resources, Agriculture, and Environmental Quality Subcommittee Report (2020 GS)
Sen. Hinkins requested that the Executive Appropriation Committee consider making an adjustment to the One-time Reallocation List on page 6-5 of the report, that is, reduce the Catastrophic Wildfire Reducation Strategy from $550,000 one-time to $250,000 one-time, and add $300,000 one-time to Air Quality Emissions Fees on page 6-5 of the report.
Sen. Iwamoto and Co-Chairs Hinkins and Chew thanked legislative staff for their hard work.
Rep. Last asked about the one-time reallocation associated with the Bonneville Salt Flats Restoration Balances (FY 2020) on page 6-5 of the report. Sen. Hinkins responded.
c. Higher Education (Tab 4)
Sen. Keith Grover, and Rep. Mike McKell, Co-Chair, and Rep. Susan Duckworth, House Vice Chair, presented the subcommittee report. Sean Faherty, Financial Analyst, LFA, and Ben Leishman, Finance Manager, LFA, provided assistance.
3c-Higher Education Subcommittee Report (2020 GS)
Sen. Grover called attention to the one-time funding request for Item 3. Rural Recruitment, Experience, & Placement on page 4-4 of the report. He pointed out that Sen. Okerlund had intended that the funding for this request be ongoing.
Rep. Duckworth commented on her new assignment as the House Vice Chair of the Higher Education Appropriations Subcommittee.
Rep. Gibson inquired about the location of the one-time funding request items that the subcommittee traditionally does not fund. Sen. Grover responded.
d. Executive Offices and Criminal Justice (Tab 3)
Sen. Jacob L. Anderegg and Rep. Eric K. Hutchings, Co-Chairs, and Rep. Joel Ferry, House Vice Chair, presented the subcommittee report. Alex Wilson, Financial Analyst, LFA, and Gary Syphus, Finance Manager, LFA, provided assistance.
3d-Executive Offices and Criminal Justice Subcommittee Report (2020 GS)
Rep. Gibson inquired about the one-time funding request for Item 22. Westwater Community in San Juan County on page 3-4 of the report. Sen. Anderegg responded.
Rep. King asked how the ongoing funding request for Item 23. Create Appellate Indigent Defense Council differs from Item 13. Indigent Defense Commission Funding on page 3-3 of the report. Rep. Ferry responded.
Rep. King inquired about the ongoing funding request for Item 3. Certified Correctional Staff Pay Plan on page 3-3 of the report. Rep. Hutchings responded.
Sen. Ipson asked if the ongoing funding request for Item 4. Ongoing Funding for State Troopers Funded One-time on page 3-3 includes funding for trooper overtime. Rep. Hutchings and Sen. Anderegg responded.
Sen. Anderegg briefly discussed implementation efforts for Operation Rio Grande.
Sen. Iwamoto inquired about the one-time funding request for Item 41. Appropriation for Utah to Challenge Richmond Ordinance Banning Coal Shipment on page 3-4 of the report. Jonathan Ball and Sen. Anderegg responded.
Rep. Gibson asked about program funding resources and emphasized the importance of funding corrections personnel. Rep. Hutchings responded and offered further comment.
4. Other Business/Adjourn
Sen. Mayne presented a request for appropriation for $1.9 million to replace a bridge on the westside of Salt Lake Valley. The Committee did not take any action on the request at this time. Sen. Mayne offered to provide additional information.
MOTION: Sen. Stevenson moved to adjourn. The motion passed with a vote of 10-0-10.
