Sen. Hillyard moved to approve the minutes. |

2. Budget Review/Agency Response: Utah Schools for the Deaf & the Blind |
|
Emily Willis presented the budget review for the Utah Schools for the Deaf & the Blind (USDB). |

|
Joel Coleman, Superintendent, USDB, gave a presentation on the budget review with the assistance of Michelle Tanner, Associate Superintendent for the Deaf, USDB, and Carolyn Lasater, Associate Superintendent for the Blind, USDB. |

Chair Eliason asked about the number of students. |
|
Sen. Hillyard commented that SB 93 is about Science, Technology, Engineering, and Math (STEM) and thanked Sen. Fillmore for pointing out that USDB hadn't been included in that bill. Sen. Hillyard noted that SB 93 will be amended to fix that oversight. |
|
Rep. Johnson asked about the USDB's association with higher education. Michelle Tanner and Carolyn Lasater responded. |

Rep. Johnson spoke about his association with students with disabilities. Carolyn Lasater and Michelle Tanner responded. |
|
Chair Eliason said that the SafeUT app has been updated for those with disabilities. Joel Coleman responded. |

Rep. Briscoe asked if there is an adequate number of applicants for teaching positions. Joel Coleman responded. |

Sen. Hillyard commented on the USBD relying on the appropriations committee for funding. Joel Coleman spoke regarding the funding. |

3. Financial Management Discussion and Related Bills with Fiscal Impact |

3a. Ben Leishman presented an overview of The Statewide Financial Management and Oversight of State and Local Education Agencies. |
|
Scott Jones, Deputy Superintendent, Utah State Board of Education (USBE), discussed financial management regarding Local Education Agencies (LEA). He was assisted by Mark A. Huntsman, Chair (USBE), Angie Stallings, Deputy Superintendent of Policy (USBE), and Leah Voorhies, Assistant Superintendent of Student Support (USBE). |

Leah Voorhies presented the fiscal risk assessment in relation to the size of the grant. |

Sen. Riebe asked about the risk factor for use of restricted funds. Leah Voorhies responded and Scott Jones gave further clarification. |

Sen. Fillmore asked about declining federal funds being a fiscal risk factor. Leah Voorhies responded. |

Sen. Fillmore asked about monitoring of the LEA's. Leah Voorhies responded. |

Rep. Snow asked about payback amounts. Leah Voorheis responded and Scott Jones gave further clarification. |

Mark Huntsman gave a presentation regarding the Charter School Task Force that USBE oversaw during 2019. |
