Chair Ray called the meeting to order at 1:05 p.m.
MOTION: Travis Wood moved to approve the minutes of the June 30, 2020, meeting. The motion passed with a vote of 9-0-6.

2. Sexual Exploitation of a Minor

Shelley Coudreau, Section Director, Internet Crimes Against Children Task Force, presented an update on cases of sexual exploitation of a minor that have been transferred to federal jurisdiction.
Wendy Parmley, citizen, advocated for the use of technology to stop access to child pornography.
Mark Moffat, defense attorney, Brown, Bradshaw & Moffat, LLP, responded to previous comments, including why sexual exploitation offenders may not receive a prison sentence.
3. Operation Rio Grande
The task force received updates on Operation Rio Grande from the following:

4. Policy Ideas for Law Enforcement Use of Deadly Force
4a - Policy Reform Ideas for Law Enforcement Use of Deadly Force
Will Carlson, Deputy District Attorney, Justice Division, and Darcy Goddard, Chief Policy Advisor, Civil Division, Salt Lake County District Attorney's Office, facilitated discussion and responded to task force members' questions about recommendations to update statutes related to the use of deadly force by law enforcement.
Mark Moffat, defense attorney, Brown, Bradshaw & Moffat, LLP, briefly discussed the issue of qualified immunity.

MOTION: Travis Wood moved to adjourn the meeting. The motion passed with a vote of 14-0-1.
