Jessica Gilmore, Associate Commissioner, Utah Board of Higher Education, gave an overview of the Learn and Work program and discussed details regarding its funding through the CARES Act.

Angie Stallings, Deputy Superintendent, Utah State Board of Education, and Joel Coleman, Superintendent, Utah Schools for the Deaf and Blind, discussed the advisory council's role.

Darin Nielsen, Assistant Superintendent, Utah State Board of Education, discussed reporting requirements and suggested legislative actions.

Ben Dalton, Superintendent, Kane County School District, discussed compliance/reporting requirements and provided recommendations for the Legislature.

Jennifer Lambert, Executive Director, State Charter School Board, introduced panelists and had them describe their perspective on the reporting requirements and how they comply with them.
4 - Charter Schools Background
Cassie Hays, Director, Terra Academy, discussed reporting requirements, including requirements to report to multiple agencies, and related challenges.
Tyler Bastian, Director, Roots Charter High School, further discussed challenges when completing reporting requirements.
Sam Urie, Financial Manager, Karl G. Maeser Preparatory Academy, gave additional information regarding administrative costs for reporting and provided recommendations for the Legislature.
MOTION: Rep. Pulsipher moved to have the committee report back to the Legislative Audit Subcommittee that the Utah State School Board of Education is taking appropriate action on the audit findings, open a committee bill file relating to audit reporting requirements, including repealing the reports recommended by the Utah State Board of Education, and complete a thorough review of the reporting requirements. The motion passed with a vote of 16-0-3.
