Chair Christensen called the meeting to order at 1:34 p.m.
1. Telehealth: Interstate Services
Mark Andrews, Policy Analyst, Office of Legislative Research and General Counsel, outlined options for licensing interstate telehealth providers and answered committee questions.

2. Sunset Review: Kurt Oscarson Children's Organ Transplant Coordinating Committee
2.5.1 PRESENTATION: Kurt Oscarson Children's Organ Transplant Fund (KOCOTF) Sunset Review (Source: Utah Department of Health)
Noel Taxin, Chair, Kurt Oscarson Children's Organ Transplant Coordinating Committee, gave a presentation on the Committee and the work it has done and answered committee questions.
Ann Rasmussen, Committee Member, Kurt Oscarson Children's Organ Transplant Coordinating Committee, and parent of a transplant recipient, shared testimonials from transplant recipients that have worked with the committee.
Rep. Miles moved to open a committee bill file to remove the Kurt Oscarson Children's Organ Transplant Coordinating Committee from the Legislative Oversight and Sunset Act.
MOTION: Rep. Thurston made a substitute motion to open a committee bill file to extend the sunset date for the Kurt Oscarson Children's Organ Transplant Coordinating Committee for ten years. The motion passed with a vote of 15-0-2.

Rep. Ward and Sen. Vickers expressed interest in sponsoring the bill file "Telehealth Mental Health Program."

Rich Lakin, Immunization Director, Bureau of Epidemiology, Utah Department of Health, presented Utah's COVID-19 vaccination plan and answered committee questions.
6.4 COVID-19 Transmission Index (Source: Utah Department of Health)
Dr. Angela Dunn, State Epidemiologist, Utah Department of Health, gave an update on the COVID-19 outbreak in Utah and answered committee questions.
Rich Saunders, Interim Executive Director, Utah Department of Health, commented on the COVID-19 vaccination process and transmission index. He indicated that he would send the committee a list of the committees that are meeting to make decisions regarding the transmission index.
Heather Borski, Deputy Director, Utah Department of Health, talked about COVID-19 testing efforts in Utah.
