1. Call to Order
Chair Christensen called the meeting to order at 1:02 p.m.
Rep. Coleman asked the committee to take note of an editorial in the newspaper regarding work requirements for Medicaid participants.
Rep. Dailey-Provost said she would send research data on work requirements for Medicaid recipients to the committee.
2. Automatic Withdrawal Payments to Pay Children's Health Insurance Plan (CHIP) Premiums

Nathan Harrison, Director of Administrative Support, Department of Workforce Services (DWS), spoke to Recurring CHIP Premium Payments.
3. Unemployment Insurance Penalty Payments and Special Administrative
Kimberly Madsen introduced Unemployment Insurance Penalty Payments and Special Administrative Expense Account Funds.
Nathan Harrison provided information regarding insurance penalty payments.
Chair Christensen asked for clarification about the cost of setting up CHIP direct withdrawals for premiums.

Alyssa Doom, Principal Associate, Pew Charitable Trusts, presented the report.
Laura Summers, Senior Health Care Analyst, University of Utah Gardner Policy Institute, gave regional reports on opioid overdose deaths vs. medication treatment options.
Alyssa Doom continued the presentation, discussing barriers to access of care.
Dr. Sarah Woolsey, Medical Director, Comagine Health, discussed considerations for treating opioid addictions.
Dr. Paula Cook, Chief Medical Officer, Odyssey House Martindale Clinic, continued with the presentation.
Dr. Sarah Woolsey discussed access points and support for different programs.
Alyssa Doom wrapped up the presentation on medication for opioid use disorder.
Rep. Ray asked about medications used to treat opioid addictions, and Laura Summers and Dr. Paula Cook responded.
5. Report on Foster Parent Reimbursement Rates

Diane Moore, Director, Division of Child and Family Services, Department of Human Services (DHS), presented the Report on Foster Parent Reimbursement Rates.
Chair Christensen asked what is the daily daycare rate for children ages 0-5, and Diane Moore responded.
Chair Christensen expressed his appreciation for foster parents and the good they do for children, and Diane Moore responded.
Sen. Weiler commented that he was pleased the foster parent recruitment and training contract went out to bid again.
6. 2:10 PM Estate Recovery Program Report

Liesa Stockdale, Director, Office of Recovery Services, DHS, discussed the Estate Recovery Program Report and clarified the differences between state and federal laws.
Sen. Escamilla asked how many other states are doing TEFRA liens and how the liens impact Medicaid and Liesa Stockdale responded.
Chair Christensen commented on the force of the lien after the death of the recipient, and Liesa Stockdale responded.
Sen. Escamilla made additional comments regarding TEFRA liens.
Mark Brasher, Deputy Director, DHS, made additional comments.
7. Office of Licensing Transition to Dedicated Credit Funding Model

Amanda Slater, Director, Office of Licensing, DHS, presented the Report on Fee Collection Funding.

Heather Borski, Deputy Director, Department of Health (DOH), discussed why Utah has multiple disease identification systems.
Navina Forsythe, Director, Center for Health Data and Informatics, DOH, discussed the disease identification systems overseen by DOH.
Rep. Ward commended the report and asked what would make the vaccine database more complete. Navina Forsythe and Heather Borski responded.
Sen. Escamilla asked if there was a timeline for developing a vaccine reporting system and what DOH needs and Heather Borski responded.
9. Required Review of Administrative Rules Costing More Than $7,500,000
Emma Chacon, Assistant Director, Medicaid, DOH, discussed Coronavirus (COVID-19) testing coverage.

Rep. Ward asked for clarification about high deductible insurance plans and COVID-19 testing coverage, and Emma Chacon responded.

Rep. Ward asked if there is data from other states regarding rural hospital billing, and Russell Frandsen responded.

14a-MMIS Annual Report - September 2020
Russell Frandsen discussed the Medicaid Management Information System.
Emma Chacon added information about the challenges of changes made to the Medicaid system.
Jason Stewart, Bureau Director, PRISM, DOH, provided information on the progress of the system.
Rep. Ward asked if parts of PRISM are being used now or if it will all be implemented in 2022. Jason Stewart responded that portions are being utilized as they become available.

Russell Frandsen provided an overview of the program factsheet.
Anna Fondario, Program Manager, DOH, responded to the report.
Rep. Ward asked about reporting the number of opiate overdoses, and Anna Fondario responded.

Russell Frandsen presented the report to the committee.

Russell Frandsen presented the legislative report.
Chair Christensen thanked the committee for their dedicated work over the years.
Rep. Ray thanked Chair Christensen for being a mentor and for his compassionate work with the committee and wished him well in his retirement from the Senate.
MOTION: Rep. Ward moved to adjourn. The motion passed with a vote of 12-0-5.
