| Chair Ballard called the meeting to order at 8:02 a.m. |
|
| Chair Ballard indicated that to meet COVID restrictions seating is limited, but there will be overflow seating available in the Senate Seagull room. |
|
| Sen. Grover welcomed committee members to the meeting. |
|
| Dave Woolstenhulme, Commissioner, Utah System of Higher Education discussed the USHE Budget Request. |

| Chair Ballard was in favor of the shared services consultant. Comm. Woolstenhulme further explained this budget request. |

| Sen. McKell asked a question about the budget amount for Snow and SLCC technical education tuition parity. Comm. Woolstenhulme responded |

| Rich Amon, Chief Financial Officer, Utah System of Higher Education, discussed the shared services budget request. |
|
| Rep. Kwan asked how faculty would be involved in the shared services model. Rich Amon responded. |
|
| Chair Ballard appreciated Comm. Woolstenhulme's cooperation in putting together questions for the technical colleges. |

| 2. Uintah Basin Technical College |

| Aaron Weight, President, gave an overview about Uintah Basin Technical College. |

| Sen. Vickers asked about the scholarship program. Pres. Weight responded. |

| Rep. Harrison asked about the decline in the number of female students. Pres. Weight responded. |

| Sen. Riebe asked what steps might be taken to mitigate the decline in female enrollment. Pres. Weight responded. |
|
| Chair Ballard asked how goals have changed due to COVID. Pres. Weight responded. |
|
| Comm. Woolstenhulme discussed Custom Fit funding. |

| 3. Tooele Technical College |

| Paul Hacking, President, gave an overview about Tooele Technical College. |
|

| Sen. Riebe expressed appreciation for several of their accomplishments. She asked about the slide stating that "everyone needs a degree". Pres. Hacking responded. |

| Rep. Miles appreciated the presentation covering the requested topics from the chairs. He asked about changes being made to increase completions and to overcome myths. Pres. Hacking responded. |

| Sen. Mayne discussed the importance of promoting women in trades. |
|
| 4. Southwest Technical College |
|
| Brennan Wood, President, gave an overview about Southwest Technical College. |

| Rep. Shipp asked about the coding boot camp. Pres. Wood responded. |
|
| Sen. Vickers asked how information about dual enrollment with SUU is made available to students. Pres. Wood responded. |

| 5. Ogden-Weber Technical College |
|
| James Taggart, President, gave an overview about Ogden-Weber Technical College. |

| Sen. Riebe mentioned that the audit of high school graduates' transcripts was a great service to students. She thanked the volunteers who furloughed themselves for the benefit of students. Pres. Taggart responded and continued his presentation. |

| Rep. Kwan was appreciative about work for parity in completion rates for students of color. Pres. Taggart responded. |
|
| Rep. Miles appreciated the work with community partners and pathways. He asked about plans to improve graduation and completion rates. Pres. Taggart responded. |
|
| Chair Ballard discussed the positive impact of apprenticeship programs. |
|
| 6. Salt Lake Community College - School of Applied Technology |
|
| Deneece Huftalin, President, gave an overview about SLCC Technical College. |

| Chair Ballard appreciated the honestly regarding completion rates. She asked about work with the correctional facilities. Pres. Huftalin responded. |
|
| Sen. Mayne expressed appreciation for SLCC and their great work. She asked about the completion requirements for non-credit classes. Pres. Huftalin responded. |
|
| Chair Ballard was appreciative of the presentations and especially that the technical colleges responded to the requests made by the chairs. |
|
| MOTION: Sen. Riebe moved to adjourn.
The motion passed with a vote of 14-0-5.
