Chair Johnson called the meeting to order.
MOTION: Sen. McKell moved to approve the minutes from March 9, 2020. The motion passed with a vote of 4-0-3.

1. S.C.R. 1 Concurrent Resolution on Holocaust Education (Vickers, E.)
Sen Vickers explained the bill with the assistance of Patrice Arent, former member of the House of Representatives; Diane Warsoff, Treasurer, United Jewish Federation of Utah; Robert Austin, Social Studies Specialist, Utah State Board of Education; Sam Spector, Rabbi, Congregation Kol Ami; and Karen Hale, community advocate and former state senator.
Sen. McKell moved to amend S.C.R. 1 with Amendment #1.

1.        Page 2, Lines 45 through 52: 
45                 WHEREAS, the study of the Holocaust and other genocides also sharply illustrates the
46         responsibilities of citizens in democratic societies to combat misinformation, indifference, and
47         discrimination through tools of resistance such as protest, reform, and free and fair elections;
48                 { WHEREAS, studying the Holocaust and other genocides helps students learn about
49         transitional and restorative justice, which are powerful tools that help communities and
50         humanity move forward in the aftermath of genocide; }
51                 WHEREAS, Holocaust and genocide education encourages students to develop
52         empathy and reaffirms the commitment of free people to never again allow genocides to occur;

MOTION: Sen. Riebe moved to pass H.B. 181 out favorably. The motion passed with a vote of 6-0-1.
