Chair Owens called the meeting to order at 8:04 a.m. |
|
The committee has 12 yet-to-be approved minutes from the 2020 General Session. Chair Owens asked committee members to review them for action at the next meeting. |

Alex Wilson, Financial Analyst, LFA, Introduced the Commission on Criminal and Juvenile Justice and relevant issues. He addressed Law Enforcement Services Grants, hospital response team grants, and High-Risk Supervision grant to Washington County. |

1. Commission on Criminal and Juvenile Justice (CCJJ) |
|
Tom Ross, Executive Director, CCJJ, presented a background of the agency, including responsibilities and grant management. |
|
Ken Matthews, Deputy Director, CCJJ, turned the time to Sophia Nystroem, Researcher, CCJJ. |
|
Sofia Nystroem, Researcher, CCJJ, provided highlights of the new CCJJ website. |
|
Deputy Director Matthews discussed building block requests - Data Integration Projects Restoration, Restoration of Indigent Defense Restoration, Utah Council and Victims of Crimes Director, Prosecutor Data Collection Amendments, Office of Victims of Crime Expenditure Recovery Unit, Annual Governor's Recommended Jail Reimbursement Increase Number. |

Deputy Director Matthews and Executive Director Ross responded to questions from committee members related criminal justice data sharing. |
|
Jennifer Yim, Executive Director, Judicial Performance Evaluation Commission (JPEC), reviewed their purpose, goal, performance measures, and challenges. |

2c-JPEC 2021 Report to the Community |
|
Joanna Landau, Director, Indigent Defense Commission (IDC), provided a brief history of the Commission, including topics on public defenders, membership, and funding. |
|
Director Landau responded to a question from Rep. Burton related to the income threshold to qualify for indigency. |
|
Gary Syphus, Finance Manager, reviewed the Summary of Federal Funds document. |

Mr. Syphus responded to a question from Sen. Kitchen asking if public assistance grants come with strings attached from the federal government. |
|
Mr. Syphus responded to a question from Rep. Ferry regarding the stability of funding. Mr. Wilson offered additional clarification. |
|
Mr. Wilson noted that recommended intent language, including nonlapsing authority and performance measures, will not be in the Intent Language Brief. However, noncontroversial intent language will be included. |

4. Utah Prosecution Council (UPC) |
|
Mr. Wilson introduced the Utah Prosecution Council which was created as a training and standards entity for prosecutors within the State of Utah. He introduced Robert Church, Director, UPC. |
|
Robert Church addressed the importance of training prosecutors and outlined the duties of the Council and his support staff. |
|
Rep. Ferry asked clarifying questions. |
|
5. Legislator Requests for Appropriations |
|
Rep. Miles requested funds for H.B. 343, "Probate Notice Amendments." |
|
6. Review of Federal COVID-19 Stimulus |
|
Mr. Wilson addressed the COVID-19 Stimulus and invited Duncan Evans, Budget Manager, Governor's Office of Management and Budget (GOMB), to explain how the stimulus package is being managed throughout the state. |
|
Mr. Evans responded to a question from Rep. Ferry asking if reimbursement applies to agencies that have had additional costs related to administering the stimulus funds. |
|
7. Guardian ad Litem (GAL) |
|
Agenda Item 3, Guardian ad Litem, was not discussed. |
|
Mr. Syphus reviewed the Internal Service Fund and Fee Bill and responded to clarifying questions from Chair Owens. |

|
MOTION: Rep. Acton moved to adjourn.
The motion passed with a vote of 11-0-5.
