Chair Weiler called the meeting to order at 3:44 p.m.
MOTION: Sen. Kennedy moved to approve the minutes from January 29, 2021 at 3:44 p.m. The motion passed with a vote of 4-0-3.

1. S.B. 105 Indigent Defense Commission Amendments (Weiler, T.)
Sen. Thatcher assumed the chair.
Sen. Weiler explained the bill with the assistance of Joanna Landau, Director, Utah Indigent Defense Commission.

MOTION: Chair Weiler moved to pass S.B. 105 out favorably. The motion passed with a vote of 5-0-2.

2. S.B. 135 Motor Vehicle Insurance Amendment (McKell, M.)
Sen. Michael Mckell explained the bill with the assistance of Steve Sullivan, Attorney, Utah Association for Justice.
MOTION: Sen. Thatcher moved to amend S.B. 135 with Amendment #2. The motion passed with a vote of 6-0-1.

1.        Page 1, Line 27 through Page 2, Line 28: 
27                 (1) "Motor vehicle" [has the same meaning as under] means the same as that term is
28         defined in Subsection { 41-12a-103(4) } 41-6a-102 .

2.        Page 2, Lines 39 through 43: 
39                 (7) "Pedestrian" means any natural person {   :
40                   (a) } not occupying a motor vehicle[.] {   ; or
41                   (b) occupying a motor vehicle:
42                   (i) that is designed for use by a single occupant; and
43                   (ii) for which registration is not required under Section 41-1a-202 or 41-22-3 } .
