Chair Shipp called the meeting to order at 8:04 a.m.
MOTION: Rep. Chew moved to approve the minutes of the February 8, 2021 meeting. The motion passed with a vote of 8-0-4.

Rep. Handy presented the bill and a PowerPoint presentation. Chris Parker, Director, Division of Public Utilities, assisted and spoke in support of the bill.
The committee asked clarifying questions on the bill.
Jon Cox, Rocky Mountain Power, spoke to the bill.
Nate Blouin, Interwest Energy Alliance, spoke in support of the bill.
MOTION: Rep. Lund moved to hold H.B. 298. The motion passed with a vote of 10-2-0.

2. 1st Sub. H.B. 72 Device Filter Amendments (Pulsipher, S.)
Rep. Pulsipher presented the bill.
The chair announced that since the committee had heard the bill in a prior meeting, the committee would hold off on clarifying questions from the committee and move immediately to public comment, which would also be limited.
Dave Davis, Utah Retail Merchants Association, spoke in opposition to the bill as currently written.
Dr. Jacob Gibson, family therapist, spoke in support of the bill.
Carl Szabo, Vice President and General Counsel of NetChoice and Adjunct Professor of Internet Law at George Mason Antonin Scalia Law School, spoke in opposition to the bill.
Rudyard Johansen, father, spoke in support of the bill.
MOTION: Rep. Stratton moved to replace 1st Substitute H.B. 72 with 2nd Substitute H.B. 72. The motion passed with a vote of 11-0-1.
