MOTION: Rep. Collard moved to approve the minutes of February 10, 2021. The motion passed with a vote of 7-0-3.

MOTION: Rep. Stenquist moved to replace H.B. 313 with 1st Substitute H.B. 313. The motion passed with a vote of 8-0-2.
