Dr. William Cosgrove, Co-Chair, Utah Early Childhood Advisory Council, spoke in support of funding for the council.
Rachel Craig, Legislative Coordinator, Utah Community Health, spoke in support of funding for enrollees in the National Diabetes Program.
Lee Perry, former representative, spoke in support of funding for diabetes prevention programs.
Sen. Thatcher expressed how much former representative Lee Perry is missed and suggested a motion be made requiring him to attend session every other day.

Russell Frandsen explained the requests for appropriations.
6.8:25 Request for Appropriation - (Cullimore) - PKU Formula Program
This funding request was moved to Friday's agenda.
7.8:32 Request for Appropriation - (Dailey-Provost) - Contraception for inmates
7-Birth Control Performance Measures and Itemized Budget
Rep. Dailey-Provost explained the need for contraception for inmates.
Rep. Thurston asked why contraception isn't covered if jails are required to provide necessary medical care and Rep. Dailey-Provost responded.
8.8:39 Request for Appropriation - (Dailey-Provost) - Early Childhood Advisory Council

Rep. Dailey-Provost explained the funding request for the Early Childhood Advisory Council with the assistance of Dr. Cosgrove.
Rep. Judkins asked if efforts to screen children are being doubled up and Dr. Cosgrove responded.
Chair Ray asked why prior funding was not continued and Dr. Cosgrove and Rep. Dailey-Provost responded.

Rep. Craig Hall explained the request for the appropriation with the assistance of Cheryl Smith, parent and autism advocate, Utah Autism Coalition.

Rep. Suzanne Harrison presented the request with the assistance of Dr. Sarah Woolsey and Laura Keller, State Government Affairs Director, American Diabetes Association.
Rep. Ward expressed appreciation for the work Rep. Harrison has put into the program.
Rep. Thurston asked where cost savings from the program should show up and Dr. Woolsey and Rep. Harrison responded.
Russell Frandsen provided context to where savings occur.
Rep. Ray asked clarifying questions about funding for the pilot program and Rep. Harrison responded.
Sen. Kennedy asked how to induce people to participate in the program and Dr. Woolsey and Rep. Harrison responded.
Rep. Petersen asked for a brief explanation of what the program entails and Rep. Harrison and Dr. Woolsey responded.

Sen. Jani Iwamoto introduced the request and spoke of the importance of good data.
Jake Fitisemanu, Councilmember, West Valley City, was invited by Sen. Iwamoto to explain the need for health equity data to understand the health needs of minority populations.
Rep. Petersen asked if there was a need for an additional data specialist to gather the information and Jake Fitisemanu responded.
12.9:07 Request for Appropriation - (Romero) - Statewide Sexual Assault and Interpersonal Violence Prevention Program

Rep. Angela Romero presented the appropriation request with the assistance of Kendra Wyckoff, Executive Director, Peace House, and Sonya Martinez-Ortiz, Executive Director, Rape Recovery Center.
Rep. Pierucci asked how funding would be distributed and Sonya Martinez-Ortiz responded.
Rep. Ward asked if TANF funding is going away and Rep. Romero and Sonya Martinez-Ortiz responded.
Rep. Judkins asked how the funding was administered among the different programs and Rep. Romero, Kendra Wyckoff, and Sonya Martinez-Ortiz responded.
Rep. Petersen asked for information regarding the curriculum used and Kendra Wyckoff and Sonya Martinez-Ortiz responded.
Rep. Romero explained the State's process for choosing curriculum dealing with sexual assault and domestic violence in response to questions from Rep. Petersen.

Chair Ray introduced the request and turned the time over to Michael Hales, Senior Director, University of Utah Health, to explain the request.

Rep. Joel Ferry explained the request with the assistance of Mary Ann Lucero, Executive Directive, Maliheh Free Clinic.
15.9:28 Health Workforce Coalition Update
Ashley Moretz, Director of the Office of Primary Care and Rural Health (PCRH), Department of Health, provided the update of the Health Workforce Coalition.
Rep. Ward assumed the chair.
Chair Ward asked what parts of the state's health care system are important enough for PCRH to be involved with and Ashley Moretz responded.
16.9:58 Request for Appropriation - (Ward) - Healthcare Workforce Financial Assistance Program
Chair Ward explained the appropriation request with the assistance of Alan Pruhs, Executive Director, Association for Utah Community Health.
Rep. Petersen asked for information on the impact of the program and Chair Ward responded.
