Dr. Susan Madsen, Director, Utah Women & Leadership Project, Utah State University, gave an overview of the issue.

5.Legislation for Special Session: COVID-19 Grant Program Amendments
5.1 - H.B. 1004 "COVID-19 Grant Program Amendments"
Rep. Mike Schultz gave an overview of the draft legislation.
The committee discussed the draft legislation and asked questions of Rep. Schultz.
Chair Handy opened the meeting to public comment.
Kristen Schulz, Park City Tots, began comment regarding the child care agenda item. The chair agreed to return to the item to allow for public comment once the current agenda item concluded.
Wayne Bradshaw, Director of Policy, Utah League of Cities and Towns, spoke in favor of the draft legislation.
Rep. Schultz made concluding comments.
MOTION:Sen. Winterton moved to favorably support the draft legislation, H.B. 1004 - "COVID-19 Grant Program Amendments," for the special session.The motion passed with a vote of 12-0-4.

6.Child Care in Utah: Access and Affordability
Chair Handy opened the meeting to public comment
Kristen Schulz, Park City Tots, commented in favor of increasing child care access, especially for mixed status families.
Gabriella Archuleta, Public Policy Analyst, YWCA Utah, spoke in support of expanded child care access, especially in regards to mixed status families, and urged the committee to act urgently on the matter, as families are in need now.

Casey Cameron, Executive Director, Department of Workforce Services, gave an overview of what the Department does.

MOTION:Sen. Winterton moved to open a committee bill to move a small business grant program from the Department of Workforce Services to the Governor’s Office of Economic Development.The motion passed with a vote of 11-0-5.
