MOTION:Rep. Nelson moved to approve the minutes of the May 18, 2021, and June 16, 2021, meetings. The motion passed with a vote of 10-0-8.

2.Substance Abuse and Mental Health
2.1 PRESENTATION: Utah Behavioral Health Committee (Source: Juergen E. Korbanka)
Juergen Korbanka, Chair, Utah Behavioral Healthcare Committee, and Director, Wasatch Behavioral Health, gave a presentation with recommended legislative priorities to improve the substance abuse and mental health system and answered committee questions.
2.2 PRESENTATION: Behavioral Health System Policy Recommendations (Source: Richard Nance)
Richard Nance, President, Association of Utah Substance Abuse Professionals, gave a presentation with suggestions for the Legislature to improve the substance abuse and mental health system and answered committee questions.
3.COVID-19
3.1 PRESENTATION: Business Medical Regulation Protection Act (Source: Kristen Chevrier)
Kristin Chevrier, Utah Open for Business, shared information on a potential Business Medical Regulation Protection Act and answered committee questions.
Richard Mecham, former General Manager and President, KSL radio and television, and owner, Rich Broadcasting, shared the effects of COVID-19 on his business, shared his thoughts on mandating vaccines, and answered committee questions.
Christina Babilis, former gym owner in Ogden, shared the effects of COVID-19 on her business and her thoughts on mandating vaccines.
Brian Davis, Senior Manager, Coldwell Bank, and member, Ethics Committee, Wasatch Board of Realtors, shared his thoughts on mandating vaccines.
Chris Williams answered a committee question.
Doug Yeaman, CEO, Quantum Management Systems Inc., shared his thoughts on mandating vaccines and potential effects on businesses.
Rep. Spendlove spoke about violence experienced by hospital personnel and indicated that he is working on a bill to address the issue.
Sen. Escamilla shared her thoughts on committee decorum and the role of the chairs.
4.Birth Certificates - Identification of Sex and Gender
Rep. Nelson shared background information on the agenda item and answered committee questions.
4.2 PRESENTATION: Summary of in the matter of Sex Change of Childers-Gray and Rice (Source: OLRGC)
Chris Williams gave a presentation on the Utah Supreme Court case, "in the matter of Sex Change of Childers-Gray and Rice."
Chair Kennedy opened up the item for committee discussion.
Point of Order: Sen. Escamilla stated that committee members should not engage in side conversations.
5.Healthcare Reform
5.2 Telehealth Report 9-13-21 (Source: Utah Department of Health)
Tanji Northrup, Deputy Commissioner, Utah Insurance Department, gave an overview of current telehealth practices and answered committee questions.
Michelle McOmber, Utah Medical Association, shared further information on teleheatlh.
5.1 Promoting Value-Based Healthcare - A Path Forward (Source: Rep. Harrison)
Rep. Harrison gave an overview of healthcare and potential reforms for the healthcare system.

6.Sunset Review - Required Agency Consultation for Awarding of Mobile Crisis
Chair Kennedy shared a response from the Utah Department of Human Services concerning the sunset review.
Rep. Nelson announced the intent to open a committee bill file to address the birth certificates issue.
