Chair Brammer called the meeting to order at 8:01 a.m.
1.Regulatory Review Project
2.1 Handout: Innovation and Startups Regulatory Review Project (Dept. of Commerce)
Robynn Garfield, Program Manager, Utah Department of Commerce, explained the Regulatory Review Project which allows the Department of Commerce to work with different Utah agencies to review rules and regulations and improve innovation in Utah. She also expressed interest in working with this committee as the project moves along and answered committee questions.
Margaret Busse, Executive Director, Utah Department of Commerce, shared further information on the project and answered committee questions.
2.Committee Business
MOTION:Sen. Bramble moved to approve the minutes of the May 17, 2021, meeting.The motion passed with a vote of 10-0-0.

3.1 DRAFT LEGISLATION: "Reauthorization of Administrative Rules"
3.2 PRESENTATION: Reauthorization of Administrative Rules (OLRGC)
Amy Shewan explained draft legislation, "Reauthorization of Administrative Rules" (2022FL-0158/002) and answered committee questions.
Sen. Bramble proposed not taking action on this bill today, but to bring it back in a November meeting to give the committee time to review it.
Sen. Anderegg shared his thoughts on the committee's oversight role.
