2.Disability Ombudsman
Rep. Dailey-Provost gave background information on past disability ombudsman legislation and her intent for further legislation during the 2022 General Session.
2.3 PRESENTATION: Disability Ombudsman (Source: DHS)
Tyler Black, Administrator, Division of Services for People with Disabilities, Department of Human Services (DHS), gave a report on a study that looked at creating a potential disability ombudsman agency in Utah.
Eric Stoker, member of the Disability Ombudsman Legislative Study Work Group, spoke in favor of a disability ombudsman.
Tamera Dalton, representing herself, shared her experience living with a disability and spoke in favor of a disability ombudsman.

Rep. Melissa Ballard presented draft legislation "Sanitation Amendments" (2022FL-0067/007) and answered committee questions.

Tanji Northrup, Deputy Commissioner, Insurance Department, gave a report on opioid prescribing policies adopted by insurers and recommended that the relevant statutes be allowed to sunset.

Deborah Blackburn, Assistant Director, Division of Occupational and Professional Licensing (DOPL), Department of Commerce, introduced Justin Fry, summer law clerk with DOPL, and recommended the controlled substances related statutes be reauthorized and the sunset date be extended for 10 years. She also answered committee questions.

Deborah Blackburn recommended reauthorizing educational qualifications for licensure and reporting related statutes, with amendments, and extending the sunset date for 10 years. She also answered committee questions.
MOTION:Sen. Anderegg moved to extend the sunset by 10 years for educational qualifications for licensure and reporting, to alter the number of hours required, and to open a bill file to address this and other sunsets discussed in this meeting.The motion passed with a vote of 14-0-4.

6.15 Sunset Report -- Anesthesia Adverse Events (Source: DOH)
Navina Forsythe, Director, Health, Data, and Informatics, Department of Health (DOH), introduced herself and answered committee questions.
Carl Letamendi, Bureau Director, Office of Health Care Statistics, DOH, and Program Manager, Patient Safety, Surveillance, and Improvement Program, gave a report on anesthesia adverse events over the past couple of years and shared recommendations from the Anesthesia Amendments Work Group, which include reauthorizing statutes related to anesthesia adverse events and extending the sunset date for 4 years.
MOTION:Sen. Kennedy moved to allow the statutes related to anesthesia adverse events to sunset.
SUBSTITUTE MOTION:Rep. Harrison made a substitute motion to extend the sunset date for statutes related to anesthesia adverse events for 2 years.The substitute motion failed with a vote of 11-3-4.

Karl Hartman, Program Manager, Environmental Sanitation Program, DOH, gave a report on microenterprise home kitchen permit limits and informed the committee of the related rule the Department of Health is working on enacting. He recommended extending the sunset date for statutes related to home kitchen permit limits for 2 years and answered committee questions.
Marc Watterson answered committee questions.
MOTION:Sen. Escamilla moved to extend the sunset date for statutes related to microenterprise home kitchens for one year.The motion failed with a vote of 7-8-3.

Doug Thomas, Director, Division of Substance Abuse and Mental Health, DHS, recommended extending the sunset date for statutes related to the Utah Substance Abuse and Mental Health Advisory Council for 10 years.
