Chair Dutson called the meeting to order at 3:02 p.m.

MOTION:Rep. Ward moved to approve the minutes from the November 3, 2021, meeting.The motion passed with a vote of 8-0-5.

2.UHA/Kem C. Gardner Policy Institute Roadmap Update
2.1 Presentation: Assessing Utah's Behavioral Health System
Laura Summers, Senior Healthcare Analyst, Kem C. Gardner Policy Institute, University of Utah, and Doug Thomas, Community Health Director, Intermountain Health Care, gave a presentation on a roadmap for Utah's mental health system and answered council questions.
Greg Bell, President, Utah Hospital Association, shared further information on the study associated with the mental health system roadmap and helped answer council questions.
Mark Rapaport, CEO, Huntsman Mental Health Institute, shared information on research that could be helpful to the mental health system roadmap study and helped answer council questions.
3.Council Priority Items Discussion
3.1 2022 Draft Meeting Schedule
The council discussed their schedule for 2022.
Rep. Ward explained the procedure for this council to open a committee bill file during future meetings.
The council Chairs shared priority items that the council could discuss in future meetings.
The council discussed the proposed priority items and shared some other items they would like to discuss.
The council discussed potential groups/agencies that could present to the council that may be helpful to the council's future discussions and goals.

MOTION:Rep. Ward moved to adjourn.The motion passed with a vote of 10-0-3.
