Chair Anderegg called the meeting to order at 8:20 a.m.

Shawn McMillen, First Step House, spoke in favor of funding for affordable housing for individuals requiring support services.
Gina Cornia, Utahns Against Hunger, spoke in opposition to cuts in funding for Social Services.
Robert Roake, NeighborWorks Salt Lake, spoke in support of funding for affordable housing.
Tara Rollins, Utah Housing Coalition, thanked those involved in funding housing infrastructure.
Camille Winnie, The Other Side Village, spoke in support of funding for deeply affordable housing.
Cameron Diehl, representing the Utah League of Cities and Towns, spoke in support of funding for affordable housing and housing affordability in Utah.
Mike Gallegos, representing Salt Lake County and the Commission on Housing Affordability, spoke in support of funding for agenda items 8, 9 and 11.

Kevin Burt, DWS Deputy Director, and Nathan Harrison, DWS Director of Administrative Support, provided the agency's response to the report.
Rep. Dailey-Provost asked for information on what would be the result if funds were cut, and Kevin Burt responded.
Rep. Judkins asked if there was data for the efficacy of reemployment programs, and Kevin Burt responded.
Sen. Anderegg resumed the chair.
Rep. Petersen asked what the process is regarding budget cuts, and Kimberly Madsen responded.
Rep. Ward provided additional information regarding possible budget cuts.

Kimberly Madsen provided an overview of the General Assistance - Base Budget for DWS.
Liz Carver, Director of Workforce Programs, provided a response to the base budget.
Nathan Harrison provided additional information on the agency's spending process.
Rep. Ward commented on the use of non-lapsing and one-time funds for programs.
MOTION:Rep. Ward moved to reduce the cut to $200,000 of on-going money.
Rep. Dailey-Provost asked staff about appropriate procedures and Rep. Ward replied.
Rep. Thurston requested clarification on the motion and Rep. Ward responded. Rep. Thurston spoke in opposition to the motion.
Sen. Johnson also spoke in opposition to the motion.
Rep. Ward's motion failed with a vote 2-6-9.

Rep. Ivory expressed concerns about the sustainability of federal funds for housing programs, and Nathan Harrison responded.

Kimberly Madsen continued with her presentation, discussing caseload trends.
Chair Anderegg discussed a trip to the Navajo Nation and the extensive need he saw for weatherization funding. Nathan Harrison responded.
Rep. Ivory asked how COVID could impact the weatherization program, and Christina Oliver responded.
Kimberly Madsen explained associated funds and potential motions.
Nathan Harrison provided the agency's response to the possible motions.

10.9:20 Legislative Audit on Performance of Homeless Services System
10-OLAG An In-Depth Follow-up of the Oversight and Management of Utah's Homeless Services System
Brian Dean, Office of the Legislative Auditor (OLA) Deputy Auditor General, and Jim Behunin, OLA Senior Audit Supervisor, presented the audit.
Rep. Dailey-Provost asked for insight on the definition of homeless, and Jim Behunin responded.
Rep. Hollins asked for information on those who are overlooked in homeless counts, and Jim Behunin and Chair Anderegg responded.
Rep. Ivory asked how we can really change massive macroeconomic problems, and Jim Behunin and Brian Dean responded.
Rep. Ivory asked for clarification on the demand for housing, and Jim Behunin, Brian Dean, and Chair Anderegg responded.
Rep. Hollins thanked the auditors and asked how much the state invested in the Magnolia Project. Jim Behunin, Chair Anderegg, Brian Dean, and Christina Oliver responded
Rep. Ivory asked about the metrics used in measuring homelessness, and Brian Dean responded.
Jim Behunin recommended tracking the flow of the homeless population to measure successful and unsuccessful outcomes.
Chair Anderegg suggested the audit data be presented to the Homeless Services Committee.

11c-Expenditures - Operation Rio Grande Line Item
Wayne Niederhauser, State Homeless Services Coordinator, responded to the audit and discussed the types of populations who comprise the homeless.
Rep. Hollins asked if there is data specific to the elderly and homelessness, and Wayne Niederhauser responded.
Rep. Ivory asked for information on the mitigation fund for cities with homeless shelters, and Wayne Niederhauser responded.
Kimberly Madsen explained potential motions.
