61         charter school } growth factor from the prior year.
62                 (ii) When calculating and applying the growth factor, a school district's [S-3] { or charter
63         school's } total special education [ADM] average daily membership for a given year is limited to
64         [12.18%] the following percentage of the school district's [S-3] {   or charter school's } total student
65         [ADM] average daily membership for the same year[.]:
66                 (A) for a school district { or charter school } in a county of the first, second, or third class,
67         14%; and
