| 3.RFA: Highway Fencing (Rep. Chew) |
|
| Rep. Scott Chew presented a request for appropriations for highway fencing along highway 45 south, out of Vernal. |
|
| 4.RFA: The Depot District Clean Fuels Tech Center (Rep. Christofferson) |
|
| Rep. Christofferson introduced Shule Bishop, Director, Government Relations, Utah Transit Authority (UTA), and distributed a handout to the subcommittee. Shule Bishop presented a request for appropriation on the replacement of the 45 year old Central Bus Garage at the Depot District Clean Fuels Tech Center. |

| 5.RFA: Funding Utah's Public Land Survey System (Sen. Buxton) |
|
| Sen. Buxton introduced Brock Slaugh, and presented the request for appropriation for Utah's Public Land Survey System and the importance of monuments set up years ago that serve as boundaries. |
|
| Brock Slaugh presented the request for appropriation for monuments on public lands which serve as boundary markers, are becoming more endangered. |
|
| Rep. Christofferson commented that the monuments are small and hard to find, and that this request is very important. |
|
| Sen. Iwomoto commented on the importance of this request. |
|
| Sen. Buxton commented further on this small but very important request. |
|
| 6.Department of Transportation Follow-up |
|
| Amanda Kilian, Financial Analyst, Legislative Fiscal Analyst, presented a budget follow-up for possible reallocation of funds for the Department of Transportation. |
|
| Carlos Braceras, Executive Director, Utah Department of Transportation (UDOT), explained that UDOT does not agree with the reallocation recommendations because the expenses have been incurred across multiple line items, and it would be difficult to reallocate. |
|
| Rep. Chrisofferson commented on the UDOT funding. |
|
| 7.Dept. of Natural Resources - Lone Peak Facility |
|
| Jason Curry, Deputy Director, Division of Forestry Fire and State Lands, and Preston Ley, Manager, Lone Peak Conservation Program, introduced themselves. Jason Curry presented a request for a facility to house the majority of the wildland firefighting resources in the state, at the Lone Peak Facility. |

|
| Drew Cushing, Aquatics Chief, Division of Wildlife Resources, had handouts distributed, and presented the request for a fish hatchery in Loa. |

| Sen. Buxton asked how long this request has been on the list, and commented that this is a request that will pay back. Drew Cushing responded. |

| 9.Dept. of Natural Resources - Richfield Fire Cache and Storage Facility |
|
| Jason Curry introduced this request. Fred Johnson, State Fire Management Officer, Central Utah, presented the request for the Richfield Fire Cache and Storage Facility. |

|
| Dr. Astrid Tuminez, President, Utah Valley University, presented a request for a new College of Engineering and Technology building and stated that there are also private donors for this request. |

| 12.Dept. of Human Services - USDC Comprehensive Therapy Building |
|
| Tracy Gruber, Executive Director, Department of Human Services, introduced Dr. Frank Reese Superintendent, Utah State Development Center (USDC), and presented the request for a USDC Comprehensive Therapy Building. |

| Jim Russell, Director, Division of Facilities Construction and Management (DFCM), presented the request for Fleet, Surplus and DFCM Relocation. |

|
| Sarah Boll, Assistant Director, DFCM, presented the request for the Richfield Regional Center project, and stated that it is recommended by the Governor as part of the Rural Initiative. |

| Sen. Cullimore introduced Susan Sheehan, President and COO, Huntsman Cancer Center, and Dr. Jeffrey Yap, Director Cyclotron Facility, Huntsman Cancer Center. Susan Sheehan gave an introduction for the request for the Cyclotron facility remaining costs. Dr. Jeffrey Yap presented the request for the Cyclotron facility. |

| Sen. Cullimore introduced Christopher Robinson, Chair, Central Wasatch Commission, and Ralph Becker, Executive Director, Central Wasatch Commission. Ralph Becker explained the request for the Central Wasatch Mountains Project. |

| 17.Dept. of Public Safety - EOC Move to Taylorsville |
|
| Colonel Michael Rapich, Deputy Commissioner, Utah Department of Public Safety, introduced Kris Hamlet, Division Director, Utah Division of Emergency Management, and explained the need for the Emergency Operations Center (EOC) in Taylorsville. |

| Colonel Rapich wrapped up the presentation on the importance of this request and stated that this is an ARPA funding request . |

| 18.RFA: Veteran's Memorial Highway Signage (Rep. Abbott) |
|
| Rep. Nelson Abbott explained the request for appropriation for the Veteran's Memorial Highway signage on I-15 at the point of the mountain. |
|
| 19.RFA: Navajo Mountain Transportation Corridor Plan/EIS (Sen. Hinkins) |
|
| Sen. Hinkins read a letter of support from the Navajo Council, explained the request for appropriation for the Navajo Mountain Transportation Corridor Plan/EIS, in several counties, and stated that this a top priority . |
|
| 20.RFA: Telehealth Equipment for Schools (Sen. Hinkins) |
|
| Sen. Hinkins introduced this request for appropriation. |
|
| Dr. Kerry Palakanis, Executive Director, Community Connect Care, Intermountain Health Care, explained that this funding request is for ARPA funds to be able to communicate better with schools. |
|
| 21.RFA: Bullfrog to Halls Crossing Bridge Planning (Rep. Lyman) |
|
| Rep. Phil Lyman introduced Bruce Adams, San Juan County Commissioner, and presented the Bullfrog to Halls Crossing Bridge Planning project. |
|
| Sen. Hinkins commented on the need for this project. |
|
| 22.RFA: San Juan County Jail and Court Building Reno. & Cons. (Rep. Lyman) |
|
| Rep. Phil Lyman introduced this request for appropriation for the San Juan County Jail and Court Building Renovation and Construction. |
|
| Jason Torgerson, Sheriff, San Juan County, presented the need for the San Juan county Jail and Court Building renovations and construction. |
|
| Sen. Hinkins commented that Sheriff's Torgerson's Sexual Addiction Program has received national recognition and that there is a crucial need for this jail. |
|
| 23.RFA: Paid Leave Modifications S.B. 100 (Sen. Weiler) |
|
| Sen. Todd Weiler explained the request for appropriations for paternity and adoption leave, S. B. 100, Paid Leave Modifications. |
|
| 24.RFA: Critical Trail Needs Grant Funding (Sen. Weiler) |
|
| Sen. Weiler introduced Lorene Kamalu, County Commissioner, Davis County, and Kate Bradshaw, City Council, Bountiful, Utah, and introduced the request for appropriation for critical trail needs grant funding on trails in Davis County. |
|
| Kate Bradshaw commented on this funding requests for trails in Davis County. |
|
| Lorene Kamalu commented on this project request, and specifically mountain bicycle trails, and the Mueller Park trail. |
|
| Kate Bradshaw gave some follow-up comments. |
|
| Chair Wilson asked the amount of the request. Kate Bradshaw and, Lorene Kamalu responded, and said that there would be a match. |
