1.H.B. 296 Peace Officer Training Amendments (Kwan, K.)
Peace Officer Training Amendment
Rep. Kwon presented the bill with the assistance of Major Scott Stephenson, Peace Officer Standards and Training Director. A handout was provided.
Nate Mutter, Law Enforcement Legislative Committee Co-chair, spoke in support of the bill.
MOTION:Rep. Romero moved to amend H.B. 296 with Amendment #1.The motion passed with a vote of 8-0-3.

8         General Description:
9                 This bill requires a portion of a peace officer's { annual } basic training to include certain
10         subjects involving victim targeting.

12                 This bill:
13                 ▸         defines terms;
14                 ▸         requires under certain conditions a peace officer's { annual } basic training to include training on identifying,
15         responding to, and reporting a criminal offense that is motivated by certain personal
16         attributes or a violation of federal criminal law concerning hate crimes; and
17                 ▸         makes technical and conforming changes.

60                 (6) Beginning July 1, 2022, the director shall , subject to approval by a majority vote of the council, ensure that { annual } the basic training curriculum covers

62                 (a) motivated by a personal attribute, as that term is defined in Section 76-3-203.14,
63         victim targeting penalty enhancement; or
64                 (b) in violation of a federal criminal law concerning hate crimes.
