MOTION:Rep. Johnson moved to approve the minutes for February 25, 2022.The motion passed with a vote of 10-0-5.

1.1st Sub. S.B. 191 Regulatory Sandbox in Education (Fillmore, L.)
Sen. Fillmore presented the bill with assistance of Cynthia Phillips, Utah State Charter School Board, and Jennifer Throndsen, Director of Teaching and Learning, Utah State Board of Education. They responded to questions from the committee.
Aaron Peterson, Special Education Director, South Sanpete School District and Utah Council for Administers in Special Education, spoke against the bill.
Vice Chair Pulsipher assumed the chair at 9:35:45 AM.
Elizabeth Garbe, Senior Director, United Way Salt Lake, spoke in favor of the bill.
Karen Conder, Special Needs Specialist, Utah Parent Teacher Association, spoke against the bill.
Jim Moss, member of the public, spoke in favor of the bill.
Kim Frank, Executive Director, Utah Charter Network, spoke in favor of the bill.
Sara Erb, President, Utah Parents of Blind Children, commented on the bill.

MOTION:Rep. Birkeland moved to replace 1st Substitute S.B. 191 with 2nd Substitute S.B. 191.The motion passed with a vote of 9-0-6.
