MOTION:Rep. Spendlove moved to reduce the FY 2022 appropriation to the Governor's Office of Economic Opportunity - Pass-Through from Federal Funds - American Rescue Plan, One-Time by $5 million and increase the appropriation to Capital Budget - Higher Education Capital Projects Fund from Federal Funds - American Rescue Plan, One-Time by $5 million. He also moved to add the following intent language:"The Legislature intends that the Governor's Office of Economic Opportunity reduce American Rescue Plan Act funding allocated for Redevelopment Matching Grants by $5 million. The Legislature intends that the $5 million be allocated to the Capital Budget - Higher Education Capital Projects Fund to be utilized for the Utah State University Monument Valley building. The motion passed with a vote of 20-0-0.

MOTION:Sen. Stevenson moved to authorize legislative staff to prepare and number House Bill 3, Appropriations Adjustments, as an Executive Appropriations Committee bill. Staff shall include in this bill:-the actions of the Executive Appropriations Committee to date that have not already been reflected in an appropriation;-approved funding to implement bills that pass in the 2022 General Session; and -other actions approved by the Legislature. In consultation with the co-chairs of the Executive Appropriations Committee, the Legislative Fiscal Analyst may make any technical changes necessary, including changes between funding sources and fiscal years in order to balance the overall budget. The motion passed with a vote of 20-0-0.
