Chair Kennedy gave an overview of the list of interim study items assigned to the committee by the Legislative Management Committee.

4.Healthcare Reform - Prescription Drugs
The committee watched a pre-recorded presentation by Dan Liljenquist, Board Chair, Civica RX, on the manufacturing of insulin and other generic drugs by Civica for retail sale.
4.11 PRESENTATION: Report from CivicaRx
Several committee members commented about the presentation and raised some questions.
Sen. Vickers gave additional perspective about the presentation.
Chet Loftis, Managing Director, Public Employees Health Program, with the assistance of Travis Tolley, Clinical Director, Public Employees Health Program, discussed PEHP's prescription discount program for insulin and epinephrine auto-injectors.
4.10 PRESENTATION: Update on Pharmacy Issues (source: PEHP)
Several committee members asked questions and Chet Loftis responded.
Tanji Northrup, Deputy Commissoner, Utah Insurance Department, discussed the department's report on insulin required by 2020 H.B. 207, Insulin Access Amendments.
4.2 REPORT: Affordable Insulin Study (Source: Utah Insurance Department, 12/30/20)
Committee members asked questions and Tanji Northrup responded.
MOTION:Rep. Ward moved to open a committee bill file that would allow PEHP to expand a program that allows any person in the state to purchase insulin and epinephrine auto-injectors at PEHP's post-manufacturer-rebate cost. The bill would authorize PEHP to identity and include in the program other prescription drugs that meet criteria similar to the criteria used for including insulin and epinephrine auto-injectors.The motion passed with a vote of 15-0-3.

Jennifer Strohecker, Director, Division of Integrated Healthcare, Utah Department of Health, discussed two case studies that illustrate what Medicaid has done to drive value in Medicaid pharmacy.

Michelle McOmber, Chief Executive Officer, Utah Medical Association, discussed promoting good prescribing practices, improving treatment compliance and drug affordability.
Eric Cannon, PharmD, SelectHealth Chief Pharmacy Benefits Officer, discussed contracts with pharmacy benefit managers.
Dr. Carl Letamendi, Bureau Director, Office of Health Care Statistics, Utah Department of Health, discussed the potential role of the state's all payer claims database in addressing appropriate prescription use and spending. He also highlighted good prescribing practices and addressed affordability.
4.9 PRESENTATION: Leveraging the APCD and Utah Health Waste Calculator (source: DHHS)
Katelyn Lucariello, Senior Director of State Policy, Pharmaceutical Research and Manufacturers of America (PhRMA) discussed increasing treatment adherence and specifically highlighted ways the Legislature could improve the affordability of prescription drugs.

Ryan Morley, Co-chair, One Utah Health Collaborative, reported on the collaborative's progress.
