Seth Anderson, Policy Analyst, Office of Legislative Research and General Counsel, introduced the recent performance audit.
2.7 A Performance Audit of the Culture and Grant Management Processes of the Department of Health
Seth Anderson provided background information on Utah's local health departments including statutory powers, funding mechanisms, and some recommendations from the audit.

Jill Parker, Executive Director, Utah Association of Local Health Departments, gave a presentation regarding local health department funding.

Tracy Gruber, Executive Director, Utah Department of Human Services, commented on the recent audit.
Nate Checketts, Executive Director, Utah Department of Health, commented briefly and answered committee members' questions.
Utah Association of Counties
Brandy Grace, Chief Executive Officer, Utah Association of Counties, gave an overview regarding local health department funding from the county perspective.
Gina Worthen, Cache County Council and First Vice President of Utah Association of Counties Board, gave an overview regarding local health department funding from the Cache County perspective.
Brandy Grace and Gina Worthen answered committee members' questions.
MOTION:Rep. Pierucci moved to open a committee bill file to address local health departments funding, performance standards, and other related issues.The motion passed with a vote of 14-0-4.

Dr. Bruce Wolf, CEO, Milligram, discussed potential savings that could be realized by those purchasing prescription drugs in Utah.

Forensic Mental Health Coordinating Council
Chris Williams, Associate General Counsel, Office of Legislative Research and General Counsel, gave an overview of the Forensic Mental Health Coordinating Council statute.

Dallas Earnshaw, Superintendent, Utah State Hospital, with the assistance of Jeremy Christensen, Assistant Superintendent, Utah State Hospital, gave a report regarding this council and the sunset recommendation.
Committee members discussed the issue.
Identifying Potential Overuse of Non-Evidence-Based Health Care

Chris Williams gave an overview of the statute requiring identification of potential overuse of non-evidence-based health care.
Carl Letamendi, Bureau Director, Office of Health Care Statistics, Utah Department of Health, and Brantley Scott, Data Quality Manager, Office of Health Care Statistics, gave their perspectives regarding the statute scheduled for sunset.
Committee members asked questions regarding the issue.
MOTION:Rep. Eliason moved to open a committee bill file to amend the USAAV section of code to take over the duties and responsibilities of the Forensic Mental Health Coordinating Council.The motion passed with a vote of 9-0-9.
