Chair Miles called the meeting to order at 8:43 a.m.
2.Approval of Minutes - Feb. 9, 2022
MOTION:Sen. Grover moved to approve the minutes of the February 9, 2022 meeting.The motion passed with a vote of 17-0-2.

Brian Wikle gave an overview of the Accountable Process Budget.

Brian Wikle discussed the Rocky Mountain Center for Occupational and Environmental Health Issue Brief.

Rep. Ballard asked for clarification regarding how expenditures are forecasted from the base budget. Brian Wikle responded.
Sen. Mayne thanked the Legislature for the support of the Rocky Mountain Center and discussed the importance of the center's work.
Cathy Anderson, Chief Financial Officer, University of Utah (U of U), discussed the importance of this program.
Chair Miles asked for clarification about this being a line item within the general budget for Weber State University.
Will Dere, Associate Vice President for Research, University of Utah responded.
Brian Wikle continued his discussion of the base budget for the U of U component of Occupational and Environmental Health.

Brian Wikle discussed the Rural Development Budget Issue Brief.

Sen. Riebe asked if some programs currently housed at the U of U could be spread out across the state to enhance rural development. Brian Wikle responded that the LFA office can examine the feasibility of this.
Chair Miles mentioned that part of the purpose of this discussion is to generate ideas.
Rita Osborn, Executive Director, Utah Center for Rural Health, discussed some of the outcome measurements and long-term tracking.
Stephen Lisonbee, Executive Director of Regional Services, SUU, discussed the importance of the clinical rotations in rural Utah.

Brian Wikle discussed the Utah Shakespeare Festival Issue Brief.

Sen. Riebe discussed the importance of the outreach of the POPS program and wanted to express support for this program.
Brian Wikle continued the discussion regarding the festival budget.
Rep. Ballard mentioned that the Shakespeare Festival is world-renowned.

Chair Miles explained the importance of looking at the details of these issue briefs and coming back to the committee with recommendations.

Rep. Kwan asked if the Center on Aging is a Research Center and asked about the other entities involved with aging. Brian Wikle will look into this.

David Cowley, VP for Finance and Administrative Services at Utah State University, stated that the station was created in 1887.

David Cowley mentioned that multi-year financial awards regarding the research projects can impact non-lapsing balances.

Rep. Ballard appreciated the work from staff. She has two requests from staff and the institutions involved with these entities regarding gathering some budget information and performance measures.
MOTION:Rep. Ballard moved to request that staff work with the Co-chairs, the Commissioner’s office, and each of the institutions to implement an internal review of each of the line items discussed today. This could include: revenues and expenditures; performance measures that reflect the mission and evaluate the outcomes for each item; if the item should remain an independent budget line item or if they should be combined with another budgetary line item or program; are there other appropriations that may exist within the state that efforts, goals, or metrics need to be collaborated.
Several committee members commented on the motion. Brian Wikle and Ben Leishman answered questions.
4.2022 General Session Funding Items Follow-up
a. Davis Technical College Simmons Building Operations and Maintenance
Brian Wikle discussed a correction regarding the Davis Technical College Simmons Building Operations and Maintenance budget.
b. Utah Medical Education Council - H.B. 176 and H.B. 295
Brian Wikle discussed the Utah Medical Education Council.
Chair Miles stated that because there was not a quorum present, the committee could not take formal action on Rep. Ballard's motion. He mentioned that the committee could take an informal vote to direct staff to look into the request and come back with input at the August meeting.
All of the committee members in attendance agreed with the exception of Sen. Grover.
MOTION:Senate Chair Grover moved to adjourn.The motion passed with a vote of 18-0-1.
