1.Call to Order/Approval of Minutes
Chair Last called the meeting to order at 1:41 PM. He then welcomed Josh Pittman, the Office of the Legislative Fiscal Analyst's (LFA) newest employee.
MOTION:Sen. Stevenson moved to approve the minutes of May 17, 2022.The motion passed with a vote of 15-0-5.

2.Federal/Non-federal Grants and CARES Update
Paul Kim, Staff Economist, LFA, Gary Syphus, Finance Manager, LFA, and Duncan Evans, Managing Director of Budget and Operations, Governor's Office of Policy and Budget (GOPB), presented the Federal/Non-federal Grants package.
MOTION:Sen. Stevenson moved to recommend acceptance of the federal and non-federal grants as outlined on page 1 of the handout entitled, "Federal/Non-Federal Grants Review and Approval" under the heading, "Grants Requiring EAC Review and Recommendation" and dated today, September 20, 2022.The motion passed with a vote of 18-0-2.

3.Economic Update
Dr. Maddy Oritt, Senior Economist, LFA, provided an economic update for September 2022.
4.Funding Item Follow Up Report
Clare Tobin Lence, Performance Initiatives Manager, LFA, and Alex Wilson, Operations Analyst, LFA, presented the funding item follow up report.
Joseph Fitzgerald, Financial Analyst, LFA, and Ben Leishman, Finance Manager, LFA, discussed and highlighted specific performance measure items.
Chair Last and Speaker Wilson asked clarifying questions regarding funding items. Clare Tobin Lence and Joseph Fitzgerald responded.
Rep. Dailey-Provost commented on the reporting of performance measures at the subcommittee level, specifically within the Social Services subcommittee. Jonathan Ball provided additional comment.
MOTION:Sen. Stevenson moved that appropriations subcommittees and the Executive Appropriations Committee review each item under their purview in the 2022 Funding Item Follow-Up Report and consider taking recommended actions.The motion passed with a vote of 19-0-1.

5.Westwater/Blanding Infrastructure Project Update
Ivan Djambov, Finance Manager, LFA, and Kim Shelley, Executive Director, Department of Environmental Quality (DEQ), presented a Westwater/Blanding Infrastructure Project Update.
Chair Last inquired about funding required for the Westwater/Blanding Infrastructure project. Kim Shelley responded.
6.Wildland Fire Cost Projections and Reserves
Ivan Djambov and Jason Curry, Deputy Director, Division of Forestry, Fire, and State Lands, (FFSL), discussed Wildland Fire Cost Projections and Reserves.
Rep. King commented on the report and climate conditions. He then asked clarifying questions regarding causes of fires within Utah.
Sen. Mayne provided comment on the state's firefighters.
Jonathan Ball provided comment on funding toward wildland fire costs.
Jason Curry provided additional comment on the costs associated with wildland fires.
7.Arts, Heritage, and Economic Development Grants Progress Update
Tim Dinehart, Financial Analyst, LFA, Jill Love, Director, Department of Cultural and Community Engagement (DCCE), Kathryn Potter, Deputy Director, DCCE, and Daniel Hemmert, Executive Director, Governor's Office of Economic Opportunity, (GOEO), presented the Arts, Heritage, and Economic Development Grants Progress Update.
Rep. Schultz inquired about the amount of funding that various cities received from grants. Kathryn Potter responded.
Rep. Kwan and Sen. Escamilla asked clarifying questions. Jonathan Ball, Jill Love, and Daniel Hemmert responded.
Chair Last and Sen. Stevenson provided comment. Jill Love and Daniel Hemmert responded.
8.Homelessness and Affordable Housing Update and Plans
Kimberly Madsen, Financial Analyst, LFA, introduced the next speakers.
Wayne Niederhauser, Utah Homeless Services Coordinator, Utah Homelessness Council (UHC), and Nate McDonald, Deputy Director, Department of Workforce Service, (DWS), presented the Homelessness and Affordable Housing Update and Plans.
Rep. Dailey-Provost and Sen. Escamilla asked clarifying questions regarding the report. Wayne Niederhauser responded.
9.Housing Preservation Fund Update
Michael Parker, Vice President of Strategy, Ivory Homes, Marion Willey, Executive Director, Utah Nonprofit Housing Cooperation, (UNHC), and Lukas Ridd, Director of Operations and Finance, Utah housing Preservation Fund, presented the Housing Preservation Fund Update.
Rep. Schultz asked for clarification. Lukas Ridd responded.

MOTION:Sen. Stevenson moved to adjourn the meeting at 3:59 PM.The motion passed with a vote of 16-0-4.
