Sean Faherty introduced the Accountable Base Budget for the Division of Services for People with Disabilities. |
|
Rep. Judkins asked if COLA can be put in statutorily, and Sean Faherty responded. |
|
Rep. Judkins commented on the limitations placed on agencies' requests by the governor's budget. Rep. Judkins asked about the waiting list for services, and Sean Faherty, Sen. Thatcher, and Sen. Anderegg responded. |

Rep. Ivory requested more data regarding the waitlists, and Sean Faherty responded. |
|
Rep. Peterson commended Sen. Anderegg's remarks and asked about constraints to providing services, and Sean Faherty responded. |

Angela Pinna, Director, Division of Services for People with Disabilities, discussed the waitlist for services. |
|
Rep. Thurston asked for clarification on the graphs, and Angela Pinna responded and continued with her presentation. |

Rep. Judkins asked for additional information on those receiving services, and Angela Pinna responded. |

Chair Ward commented on the changing demographics of individuals on the waitlist, and Angela Pinna responded. |

Sen. Anderegg asked if the time on the waitlist is given weight in determining when services are available, and Angela Pinna responded and continued with her presentation. |

Rep. Ivory asked why someone would be on the waitlist for several years, and Angela Pinna responded. |

Rep. Judkins requested a graph on how long people who are receiving services had to wait, and Angela Pinna responded. |

Chair Ward asked for more information on emergency situations, and Angela Pinna responded. |
|
Sen. Kennedy commented on the need to prioritize those who have spent decades on the waitlist, and Angela Pinna responded. |
|
Rep. Thurston commented on the possibility and cost of automatically providing services to those who have been on the waitlist for an extended period of time. Angela Pinna continued with her presentation. |

Chair Ward asked about DSPD and other services, and Angela Pinna responded. |
|
Sen. Anderegg asked for clarification on the definition of "what possible options are," and Angela Pinna responded. |

Sen. Kennedy asked about property development and water rights on land owned by the Developmental Center, and Angela Pinna responded. |

|
Rep. Ivory asked for a status update on reports that were requested during the June meeting, and Diane Moore responded that the reports are still being developed. |
|
Kimberly Madsen provided information on the work being done to gather data for the reports. |
|
MOTION:Sen. Anderegg moved to request the agency to work with providers to determine core level of services for addressing domestic and sexual violence to be included in the October report with the historical context as much as possible.The motion

Rep. Judkins asked what services were available to those who are unemployed while waiting for benefits to start, and Sarah Brenna responded. |
|
Chair Ward asked for clarification on the number of people receiving benefits, and Sarah Brenna responded. |

Chair Ward asked if there was a waitlist for the program, and Sarah Brenna said currently there was not a waitlist. |
