Chair McCay called the meeting to order at 8:47 a.m.
1.Volunteer Income Tax Assistance (VITA) Program
Kristina King, Policy Analyst, Office of Legislative Research and General Counsel, provided an overview of the VITA program.

Scott Smith, Executive Director, State Tax Commission, spoke on the commission's position on the VITA program and answered questions from the committee.

Dr. Lori Kowaleski-Jones, Professor and Co-Director, Connect to Collect, University of Utah, presented on the Connect to Collect program's mission and work and answered questions from the committee.

John Valentine, Chairman, State Tax Commission, spoke on concerns regarding Earned Income Tax Credit fraud.
4.Property Tax: Residential and Commercial Values
John Ulibarri, Weber County Assessor, and Jake Parkinson, Tooele County Assessor, presented on recent trends in assessed values of residential and commercial properties in Utah and answered questions from the committee.
