Chair Ballard called the meeting to order.
1.Council Business
Chair Ballard reviewed the council's statutory duties.
MOTION:Superintendent Dickson moved to approve the minutes of the September 14, 2022, meeting. The motion passed with a vote of 7-0-6.

2.Utah Youth Suicide Research Project
2.1 A Progress Report on the Utah Youth Suicide Research Project
2.2 Suicide among Youth in Utah
Dr. Michael Staley, Suicide Prevention Research Coordinator, Utah Office of the Medical Examiner, presented about the Utah Youth Suicide Research Project and answered questions from council members.
3.1 USHE Student Mental Health Overview

3.2 USHE Student Mental Health Presentation
Melanie Heath, Associate Commissioner for Student Affairs and Access, Utah System of Higher Education (USHE), presented about USHE's mental health efforts and responded to questions from council members.
4.Utah State Board of Education Mental Health Efforts
4.1 USBE Student Mental Health and Prevention Initiatives
Tanya Albornoz, Coordinator for Prevention and Student Services, Utah State Board of Education (USBE), and Shauntelle Cota, Safe and Healthy Schools Coordinator, USBE, presented an overview of USBE's current efforts surrounding mental health and answered questions from council members.
Superintendent Dickson clarified the role of the USBE and statutory requirements.
5.September Council Meeting Follow-up
Jennifer Mitchell, Vice President, Clinical Strategy and Innovation, Children's Center of Utah, provided an update about the Medicaid EPSDT program.
Eric Tadehara, Assistant Director, Office of Substance Use and Mental Health, provided an update on the compilation of programs and services relating to mental health and answered questions from council members.
6.Council Discussion of 2022 Recommendations
Chair Ballard spoke about compiling the council's 2022 findings and recommendations.
