Chair Ward called the meeting to order at 8:25 a.m.

Kimberly Madsen introduced the base budget for the Department of Workforce Services (DWS).
Kevin Burt, Deputy Director, DWS, presented the Base Budget with the assistance of Nathan Harrison, Director of Finance, DWS.

Kimberly Madsen introduced the base budget for the Division of Child and Family Services, Department of Health and Human Services (DHHS).
Charri Brummer, Assistant Division Director, DHHS, and Erin Jamison, Director of Public Policy, Utah Domestic Violence Coalition, presented information on programs for domestic and sexual violence victims.
Rep. Pierucci commented on the need for good data and asked if the cost of shelters is included in the base budget, and Charri Brummer responded.
Rep. Ivory expressed his pride in the agencies which provide these services with minimal financial support.
Sen. Anderegg assumed the chair.
Rep. Judkins requested information on funding requests, and Charri Brummer responded.
Gary Sheller, Office of Victims of Crime, Commission on Criminal and Juvenile Justice (CCJJ), was invited to provide additional information on funding for victim services.
Rep. Judkins commented on renters who are victims of domestic violence.
Liliana Olvera-Arbon, Executive Director, Utah Coalition Against Sexual Violence, and Gary Sheller continued with the presentation on sexual assault services.
Chair Anderegg asked about the level of federal funding for victim programs, and Gary Sheller responded.
Rep. Pierucci asked how we can be proactive in addressing sexual assault, and Liliana Olvera-Arbon responded.
Sen. Thatcher noted that males are also victims of sexual assault and requested they be included in the discussion. Sen. Thatcher asked about the cost of rape kits and how they are funded, and Gary Sheller responded.
Rep. Ivory discussed the reliance on federal funding and the problems which result when that funding goes away.
Tracey Tabet, Children's Justice Centers, Attorney General's Office, and Ned Searle, Office on Domestic and Sexual Violence, CCJJ, continued with the presentation.
Rep. Thurston requested information on data gathering, and Ned Searle responded.
Rep. Pierucci provided additional information on data gathering.
Rep. Ivory commented on the challenges and efforts of agencies to work together in providing victim support.
Rep. Peterson stated she was encouraged by the work of the agencies and expressed the need to be clearer in statutes that define responsibilities.
Tracey Tabet expressed concern about those who respond to trauma victims and the need to support them.

Sen. Escamilla asked for clarification on the methods used to bill for services, and Russell Frandsen responded.
Russell Frandsen continued with the introduction.
Gene Cottrell, Inspector General, discussed Waiver Summary Medicaid 1915c.
Sen. Escamilla asked about the 2016 audit, and Gene Cottrell responded.
MOTION:Rep. Ward moved to approve the staff recommendations supported by the agency on slides/pages 6, 9, 10, and 11.The motion passed with a vote of 13-0-4.

Jennifer Strohecker and Kevin Burt provided the update.
Rep. Thurston asked for an estimate of the number of recipients who will not complete the paperwork, and Kevin Burt responded.
Sen. Escamilla asked for more information on who is qualified and certified to be on Medicaid, and Kevin Burt responded.

Tonya Hales, Assistant Deputy Director, DHHS, gave an update on the lawsuit.
Sen. Anderegg asked what follow-up has occurred to verify that quality of care continues, and Tonya Hales responded.
Sen. Escamilla asked if some resources are still lacking, and Tonya Hales responded.
Nate Crippes, Public Affairs Supervising Attorney, Disability Law Center, addressed the lawsuit settlement.
Sen. Escamilla asked if there are any states that don't offer ICFs, and Nate Crippes responded.
Chair Ward asked for additional information on ICFs, and Nate Crippes responded.
Nora Morgan, client, discussed her successful transition to home-based care from an ICF-ID.
Sen. Anderegg asked for more information, and Nora Morgan and Hannah Taggart, residential manager, responded.
Chair Ward asked Nora Morgan for the name of her Etsy account, and she responded that it is Nora's Handicrafts.
Merlin Moyes, owner and operator, Medallion Supported Living (ICF-ID), discussed the facility, assisted by Vicky Zollinger, parent of Shawn, who is returning to an ICF-ID from HCBS.
Sen. Anderegg asked if the lawsuit intended to do away with ICFs, and Russell Frandsen responded.
Kelly Oviatt, owner of GOAL Home LLC, stated that ICFs are appropriate for some individuals and HCBSs for others.
