Gus Harb, Associate General Counsel, Office of Legislative Research and General Counsel, reviewed the provisions of 2023 General Session draft legislation, "Technology Commercialization Amendments," which would enact the Utah Innovation Lab Act.
Dan Hemmert, Executive Director, Governor's Office of Economic Opportunity, responded to committee members' questions about the proposed legislation.
MOTION:Sen. Millner moved to recommend as a committee bill, 2023 General Session draft legislation, "Technology Commercialization Amendments." The motion passed with a vote of 12-1-3.

3.Draft Legislation: "Rural Employment Expansion Grant Program Amendments"
3a - 2023 General Session draft legislation, "Rural Employment Expansion Program Amendments" v1
Gus Harb, Associate General Counsel, Office of Legislative Research and General Counsel, reviewed the provisions of 2023 General Session draft legislation, Rural Employment Expansion Program Amendments," which would extend the sunset date for the Rural Employment Expansion Program from 2023 to 2028.
Ryan Starks, Office of Economic Opportunity, spoke in support of the extension of the program.

4.Draft Legislation: "Early Childhood Amendments"
4a - 2023 General Session draft legislation, "Early Childhood Amendments" v3
Gus Harb, Associate General Counsel, Office of Legislative Research and General Counsel, provided a brief overview of 2023 General Session draft legislation, "Early Childhood Amendments," which repeals the Governor's Early Childhood Commission and transfers the duties of the commission to the Early Childhood Utah Advisory Council.
Rep. Pulsipher commented on the coordination of entities that administer programs for families with young children, which would be accomplished through enactment of the bill.
Casey Cameron, Executive Director, Workforce Services, commented on and spoke in support of the draft legislation.
Tracy Gruber, Executive Director, Department of Health and Human Services, responded to a committee members' questions about available workspace.

5.Draft Legislation: "State Flag Amendments"
5a - 2023 General Session draft legislation, "State Flag Amendments" v4 color
Gus Harb, Associate General Counsel, Office of Legislative Research and General Counsel, gave an overview of the provisions of 2023 General Session draft legislation, "State Flag Amendments," which would establish a new state flag according to the design described in the body of the bill and would designate the current state flag as a ceremonial state flag to be displayed at the discretion of the governor.
Sen. Daniel McCay discussed the history of the Utah state flag and the process of redesigning a new state flag.
Sarina Ehrgott, Department of Cultural and Community Engagement, discussed the development of the final design for a new Utah state flag.
Committee discussion followed.
Rep. Elizabeth Weight spoke in support of the proposed legislation.

Rep. Collard discussed the provisions of 2023 General Session draft legislation, "Disaster Amendments," which would modify provisions related to the Post Disaster and Mitigation Restricted Account and the State Disaster Recovery Restricted Account.
Clint Meacham, Director, Salt Lake County Emergency Management, and Janna Wilkinson, Utah Division of Emergency Management, spoke in support of the proposed legislation.

7.Sunset Review of the Point of the Mountain Development Commission
Rep. V. Lowry Snow discussed the completion of the work of the Point of the Mountain Development Commission, and recommended allowing the commission to sunset.
