3.Performance Reporting and Efficiency Requirements Report
3.1 Performance and Efficiency Initiatives Report
3.3 Office of the Medical Examiner Efficiency Evaluation
Clare Lence, Performance Initiative Manager, Office of the Legislative Fiscal Analyst, introduced the agenda item and shared updates on the collaboration between the Office of the Legislative Fiscal Analyst, the Office of the Legislator Auditor, and the Governor's Office of Planning and Budget. She also gave an overview of the Office of the Medical Examiner Efficiency Evaluation, proposed potential changes to the Utah Code relating to the project, and answered committee questions.
3.2 Low-Cost IT Procurement Efficiency Evaluation (October 2022)
Jeff Mottishaw, Director of Operational Efficiencies, Governor's Office of Planning and Budget, gave an overview of the Low-Cost IT Procurement Efficiency Evaluation, shared information on the new Efficiencies and Process Improvement Committee and its role, and answered committee questions.
Kade Minchey, Legislative Auditor General, commented on the collaboration project.
4.Office of Professional Licensure Review
John Cannon introduced the agenda item.
4.1 Prioritization of Licensing Reviews Letter
4.2 Proposed List of Regulated Occupations for CY 2023 Periodic Review
Margaret Busse, Executive Director, Utah Department of Commerce, shared background information on the Office of Professional Licensure Review and its role.
4.3 Presentation: The Office of Professional Licensure Review
Jeff Shumway, Director, Office of Professional Licensure Review, presented a list of proposed reviews for mental and behavioral health licenses and answered committee questions.
MOTION:Vice Chair Adams moved that the Legislative Management Committee approve the proposed list of regulated occupations for periodic review as presented.The motion passed with a vote of 13-0-2.

Amy Shewan, Associate General Counsel, Office of Legislative Research and General Counsel, explained a proposed change to the Legislative Management Committee's Records Policy.
MOTION:Vice Chair Adams moved that the Legislative Management Committee approve the proposed changes to the Legislative Management Committee Policy on Legislative Records. The motion passed with a vote of 12-0-3.
