Rep. Judkins and Rep. Ward raised a point of order: They asked whether it was appropriate to take a motion to substitute the bill during the 'clarifying questions' phase of bill presentation. The chair ruled that it was not an appropriate time for the motion and that the motion would be taken during the 'committee action' phase of the bill presentation.
